About IFAD/RPCO/MRRD:

Regional Programs Coordination Office (RPCO) was established in 2007 as a platform for increasing demand for rural development of various diversified activities which created a base for all basic infrastructure amenities emergency activities and community based small scale irrigation rehabilitation and development. RPCO is established as a platform for various diversified activities where all other programs in the Ministry are limited in their scope or mandate. Usually RPCO fulfill the needs of communities on request basis.

Under the portfolio of the Regional Programs Coordination Office, the Northern Flood-Damaged Infrastructure Emergency Rehabilitation Project focuses on emergency rehabilitation of the local infrastructures (rural roads, bridges and small scale irrigation) destroyed or damaged by the flood in 1393. The project will be implemented by MRRD and the Funding is provided by the Asian Development Bank (ADB).

The Ministry of Rural Rehabilitation and Development has been appointed as the Executing Agency for the project. A central management unit (PMU) based at MRRD headquarters in Kabul will be actually responsible for the implementation, working closely with the provincial departments of rural rehabilitation and development (DRRDs) and the community development councils (CDCs).

Job Description:

Duties and Responsibilities:

The incumbent will undertake the following responsibilities under the direct supervision of the Program Director/Project Manager

Comply with all procedures and instructions with regard to budgeting, accounting and auditing under the Project Agreement;
Assist to finance staff with preparation of documents identified and required per MoF budget circulars
Full compliance of financial activities, financial recording/reporting system and audit follow up according the rules, regulations, policies and strategies; implementation of the effective internal control, proper design and functioning of the financial resources management system
Assists in the management of the project budget focusing on achievement of the following results
Assistance in financial resources management through planning, guiding of the resources in accordance Project rules and regulations;
Management and process of all withdrawal applications with the donor and follow up for replenishment of impress account. 
Conduct monthly cash and bank reconciliations.
Prepare petty cash breakdown and make reconciliation with treasurer and respective department on regular bases for the expenditure under petty cash.
Provides payroll and purchasing procedures and oversight.
Maintaining all rental, service and purchase contracts in an organized manner.
Prepare various vouchers and ensure that the supporting documents are complete.
Prepare budget line allocation summery, translation for all invoices and invoices' summary.
Processing the procurement documents and arranging for payments.
Assisting the provincial office managers for the follow up on advances and timely clearance.
 Check expenses incurred in the office followed through normal approval process and supported with the proper backup.
Review of all support documents (receipts, invoices, and contracts) for payments.
Maintain accurate financial records and reconcile it with MOF at the end of each accounting period. Be capable of generating a trail balance at any time as required.
Complete all tax related work in compliance with the GOA laws, regulations and other procedures, and file necessary documents timely.
Prepare comprehensive periodic financial report e.g. monthly financial report, and yearly reports as requested by the finance department.
Ensure conformity all disbursement requests including operating and development budgets with GOA laws, regulations and other procedures, work plans, donor’s agreement and availability of resources for expenditure. Reconcile and settle all advance payments including operating and development budget with procurement department regularly.
Contribute and assist in preparation and revision of Annual Project Work Plan and Budgeting.
Coordination with the donor for the process of no-objection and other related matters.

Job Requirements:

Required Qualifications, Experience & Skills according to (NTA):

Bachelor’s Degree in Finance, Accounting, and Economics or in any other related field.
five years relevant professional experience in a financial management position working with NGOs, Ministries, international organizations or private firms. Experiences with World Bank, ADB, and IFAD will be considered plus points.   
Fully understanding of the Ministry of Finance financial management procedures and rules.
Excellent literacy skills in local Dari and Pashto languages as well as in English
Excellent computer skills (Word, Excel, etc.)
Demonstrated strong writing skills
Proven management skills
Excellent communication skills: demonstrating openness in sharing information and keeping people informed
Demonstrated interpersonal skills including diplomacy, tact, and the ability to negotiate and influence; Facilitation, consulting, and/or training skills highly desirable
Ability to set priorities and manage time effectively
Ability to work both independently and as an effective team member
Respect for diversity: working effectively with people from all background 

 

Reporting line:

Reports directly to his/her immediate supervisor
