About WEE-RDP/MRRD:

The Government of Afghanistan (GoIRA) launched the Women’s Economic Empowerment National Priority Program (WEE-NPP) on March 8th, 2017. The WEE-NPP forms the third pillar of the GoIRA’s Gender Strategy which is encompassed in the broader Afghanistan National Peace and Development Framework (ANPDF) – the country’s five-year development plan. The WEE-NPP aims to build poor women’s capacity to strengthen the economy of their households, communities, and the entire nation. It is structured as an umbrella program (rather than a stand-alone project/operation) that would operate through over a dozen line ministries (through ongoing or pipeline projects) and coordinated through a Program Coordination Office (PCO) in the Ministry of Labor, Social Affairs, Martyrs and Disabled (MOLSAMD).

The Mission of the Ministry of Rural Rehabilitation and Development (MRRD) is implementing the Women Economic Empowerment Program (WEE-RDP) to ensure the social, economic, and political well-beings of rural society, especially with the poor and vulnerable people, through the provision of basic services, strengthening local governance, and promoting sustainable livelihoods. MRRD accomplishes this mission through donor funded national programs (Citizen Charter, Sustainable Economy Growth and the Boarders Sustainable Development) defined as the MRRD pillars.

Women Economic Empowerment-Rural Development Project (WEE-RDP) is a flagship national initiative of the GoIRA and part of the Sustainable Economy Growth pillar of MRRD, which intends to increase social and economic empowerment of rural poor women in selected communities during a five year project. It would work in 5000 villages in all 34 provinces across Afghanistan in close collaboration with Citizen Charter (CC) and assuring convergence with other MRRD projects, NHLP project of MAIL, Access to Finance project (TUP) of World Bank, etc. The project will work closely work with Micro Finance Institutions (MFIs) and other stakeholders from financial sector to promote access to finance in selected rural areas.

 

Job Summary

In general, Regional MIS officer will be responsible to deal with WEERDP MIS System. She/he will collect data from various units, field and external stakeholders, review it for consistency and accuracy and then enter it into the MIS database. MIS officer will regularly update the MIS database and ensure the quality of data by running various validation procedures.

The incumbent must ensure preparation and submission of quality program progress reports to various levels of Regional management. In addition he/she will be responsible to maintain proper filing system and manage storage of data.

Job Description:

Data processing

Receive data from various units of Regional offices and enter into MIS system.
Review Data to ensure accuracy.
Perform quality control checks on the received data and removes erroneous information in accordance with established validation procedures.
Scan documents and do back-office work
Update and maintain information on computer systems and in archives.
Organize and manage the storage of data.

 

MIS Reporting

Prepare updated reports on program’s progress ensuring all reporting requirements are met on time and in a quality manner.
Produce various reports and information by linking M&E Data to main MIS database to identify discrepancies.
Produce Regional Program monthly progress reports.
Maintain efficient filing system of monthly reports and consolidated program progress reports.

 

Other Duties

Support the setup and implementation of MIS System in the province.
Prepare weekly and monthly activity plan.
Develop close working relationships with all Regional units and field staff.

Provide various trainings to Regional staff in data collection and information management.
Perform other tasks relevant to the post as required.

 

Reporting Line

Regional MIS officer will report to PMO MIS Manager on technical issues, but on administrative issues he is accountable to report to their respective Regional Managers.

Job Requirements:

Qualification

A bachelor's degree in Computer Science/ IT or equivalent field. 

Work Experience

Minimum 4 years’ experience of working within government or private sector in the relational Database management systems.
Good hand on experience to use MS Excel and MS Access packages.

 

Required Skills 

Professional hand on structured query language (SQL) is required
Database administration and development skills of Relational Database Management Systems specifically Microsoft SQL Server.
Excellent skills in Ms. Excel dealing with numbers, preparing tables, pivot tables and Charts etc.
Programming skills in .NET using C# is a huge plus.
The candidate should have fluency in Pashto/Dari, and good written and spoken English language skills, good communication, strong computer knowledge and organizational skills.
Must be proactive with good problem-solving skills; and have the ability to interact with a range of people.

Understanding basic GIS will be an asset.
