About Ru-WatSIP/MRRD:

The National Rural Water Supply, Sanitation and Hygiene Promotion Department Ru-WatSIP is one of the six closely interlinked National Development Programmes of Ministry of Rural Rehabilitation and Development (MRRD) in Afghanistan. In line with Afghanistan National Rural Water, Sanitation and Hygiene (WASH) Policy, the responsibilities of this programme includes policy and strategy formulation, planning, coordination and implementation of rural water supply, sanitation and hygiene promotion activities undertaken by private sectors, NGOs and the rural communities namely Community Development Councils (CDCs) and District Development Assemblies (DDAs). The main responsibility of this department is provision of safe potable water and sanitation facilities as a basic need for all over rural inhabitants in the country.

In this program many donors such as USAID, UNICEF, and MoF are providing financial assistance to MRRD for capacity building and implementation of water supply projects.

The Government of Islamic Republic of Afghanistan has given high priority into water sector now and currently proving financial support to MRRD for provision of Water supply, sanitation and hygiene (WASH ) services  in rural areas. Based on field evidence, low capacities specifically at the sub national level is a major gap in provision of sustainable WASH services.

For ensuring the objectives set in the project document are being achieved through the planned activities in provinces, there is need for hiring Irrigation Design Engineer. The incumbent will be employed for rural WASH project in Laghman and will be overseeing the Zone WASH projects.

Job Description:

Duties & Responsibilities:

Design and prepare construction specification for all kind of Irrigation projects  Like   (Canals, Intakes, water divider, wells, pumping station,  Irrigation water reservoirs, Solar pumps and solar panel system with required structures and other hydro-technical structures, Karez , Protection and retaining walls. etc. )
Prepare Civil engineering designs based on the recognized standards, for the new/upgrades water supply RCC and stone masonry structures.
Maintain close coordination with surveyor, hydrology and geophysics engineer regarding relevant issues.
Undertake engineering studies and cost estimates for revision (deduction or amendment) work analysis.
Prepare detailed designs, calculations, and scope of works, specifications, bills of quantities and drawings for the projects.
Check and review the design and estimation of projects, which is designed other colleagues.
Conduct training or workshops for new hired engineers and provincial technical staff.
Reply to technical bid inquiries and prepare technical bid evaluations.
Maintain Coordination with community, RRDs and IPs to ensure participation Process.
Assists the contractor/IPs in resolving the technical issues.
Review extra work or change order requests of the contractors.
Willing to travel and be on the site 2-3 weeks per month.
Monitoring ongoing water supply and irrigation projects in the fields.
Perform any other duties assigned by direct supervisor or the Management.

Job Requirements:

Qualifications/ Experience, Skills & Abilities Required:

Bachelor degree in Civil or Hydraulic Engineering, preference will be given for Master’s degree.
4 years overall design and construction experience for infrastructure/Irrigation structures.
Have experience in the development and preparation of project budget estimates, scope of works on multidiscipline engineering designs Irrigation/ infrastructure.
Have experience in managing projects for Irrigation/infrastructure
English: fluency in the language, expected to work independently using the language required, to prepare a variety of written communications (correspondence, reports, working papers, etc.), to participate actively in meetings and in work related discussions.
Ability to use computers and have knowledge of MS Office, Auto Cad, EPANET, Water GEMS , GIS Arc Map, Civil 3D and Map source

Reporting to:

The Irrigation Design Engineer will report to Senior Design Engineer, Head of Engineering, Project management and Ru-WatSIP director.
