About RPCO/MRRD:

The Ministry of Rural Rehabilitation and Development (MRRD) within the Agriculture and Rural Development (ARD) Sector Strategy, contributes to the reduction of poverty through the establishment of good local governance, access to rural infrastructure, economic regeneration and the provision of a nationwide disaster and emergency preparedness system. This strategy, however, directly contributes to the achievement of Afghanistan’s Millennium Development Goals.

Regional Programs Coordination Office (CO) was established in 2007 as a platform for increasing demand for rural development of various diversified activities which created a base for all basic infrastructure amenities emergency activities and community based small scale irrigation rehabilitation and development. CO is established as a platform for various diversified activities where all other programs in the Ministry are limited in their scope or mandate. Usually CO fulfill the needs of communities on request basis.

Under the portfolio of the Regional Programs Coordination Office, the Northern Flood-Damaged Infrastructure Emergency Rehabilitation Project focuses on emergency rehabilitation of the local infrastructures (rural roads, bridges and small scale irrigation) destroyed or damaged by the flood in 1393. The project will be implemented by MRRD and the Funding is provided by the Asian Development Bank (ADB).

The Ministry of Rural Rehabilitation and Development has been appointed as the Executing Agency for the project. A central management unit (PMU) based at MRRD headquarters in Kabul will be actually responsible for the implementation, working closely with the provincial departments of rural rehabilitation and development (DRRDs) and the community development councils (CDCs)

Job Summary

The chief technical design engineer will be responsible for the entire Irrigation engineering projects for performing economical design, which should meet throughout the completion of each project and also lead the entire design team. Produce and recommend high quality solutions for projects, and be able to apply engineering knowledge and principles to devise innovative solutions to unique design problems. Responsible for the overall design content from concept through to detailed drawings and training of the Design team.

Job Description:

Duties and Responsibilities

Provide technical lead in all Irrigation developing projects.
Define technical resource requirements for successful project execution.
Maximize team performance using standard processes.
Work closely with Design team and tight deadline to ensure that engineering standards are maintained.
Conduct survey, design and feasibility studies of the selected large and small irrigation projects.
Provide guidance on design, construction and Quality control of projects.
Work with design team to develop safe, efficient and effective projects that will fall within the budget.
Evaluates all costs associated with each project including materials, costs of labor and time expended.
Coordinates the engineering team, assigning short and long term goals for successful completion of the project’s plan.
Manages the design team and oversees training for existing and new employees.
Review Final check and verification of BoQ and all Technical documents.
Prepare detail design reports.
Prepare work plan for all technical staff activities.
Identifying and proposing proper construction materials as per the required standards and site locations.
Perform any other project relevant activity assigned by top management.

Job Requirements:

Required Qualifications, Experience & Skills according to (NTA):

Having at least bachelor’s degree in Hydraulic structures/Civil Engineering or related discipline with 5 years working experience.
Experience meeting, corresponding with government officials, including regulatory and program partners.
Experience in managing and designing large, medium and small Hydraulic structures.
The candidate should have high level of Planning, Problem solving, analytical, team building and training skills.
Experience working in large scale irrigation projects.
Must have experience leading teams of individuals in irrigation field.
Must have full knowledge of Irrigation design software’s and train design team.

Skills

Writing skills and ability to develop written reports in both English and Pashto/Dari.
Ability to express ideas concisely and clearly preferably in both English and Pashto/Dari.
Ability to use personal computers and related engineering software’s especially for Irrigation.
Expert speaking, writing, consulting and training skills.
Considerable interpersonal skills, including the ability to establish and maintain effective working relationships with others.
Ability to work independently to meet critical and competing deadlines to produce high quality work in short timeframes.
Ability to work productively with others as part of a team.
Should have an engaging personality.
Can inspire confidence and can communicate effectively.
Familiarity with governmental functioning.
