About RPCO/MRRD:

The Mission of the Ministry of Rural Rehabilitation and Development (MRRD) is to ensure the social, economic, and political welfare of rural society, especially poor and vulnerable people, through the provision of basic services, strengthening local governance, and promoting sustainable livelihoods.  MRRD accomplishes this mission through donor funded national programs in the areas of governance, infrastructure and economic growth.

The Regional Programs (RP) was established in the MRRD compound in 2007 as one of the largest rural support program in terms of scope and coverage area, working across the county. RP created a platform for sustainable community - based participatory irrigation infrastructure rehabilitation and development to increase farmers’ access to irrigation systems. The Goal of RP is to reduce poverty through implementation of productive infrastructures in rural communities. The purpose is poverty alleviation - enabling people to break the cycle of poverty, which begins with lack of opportunity, low income, extends to the well-known miseries of economic and nutritional poverty and leads new generations to endure the same conditions.

Job Description:

Duties & Responsibilities:

GIS technical Specialist will be responsible for GPS collection during the survey, creating required maps and analysing the survey spatial data. Support provincial coordinator and finance in budget preparation using GIS. He will create online system for enumerators tracking and field supervisors.

Job description/responsibilities/tasks

Identify MRRD-RP Survey & Research Unit GIS/mapping requirements.
Perform delegated managerial/supervisory/ liaison tasks of GIS
Develop and implement GPS collection and data quality procedures.
Close coordination with field coordinators and survey unit head on surveyors and field supervisors tracking systems.
Assist in the timely preparation, maintenance, and provision of geographic information and maps in support of the RP’s operations, and close coordination with data team.
Develop and strengthen communication with GIS and Remote Sensing national and international organizations.
Install, configure, and administer all GIS hardware and software 
Compare field survey data with the available images
Provide On the job training to RP Survey & Research Unit Staff.
Any other task assigned by direct supervisor

Job Requirements:

Required Education/qualifications

Having at least Master’s or its equivalent degree with 5 years working experience or having Bachelor's degree with 7 years’ relevant experience.

 Degree preferably geographical information system, or Bachelor of computer science.

Excellent inter-personal and general communication skills;

 

Skills

Computer based mapping and spatial data analysis skill
Satellite Image interpretation and Analysis
Good understanding of DBMS (particularly SQL);

 

Work experience

Having Master or its equivalent degree with 5 years’ working experience or Bachelor’s degree with 7 years relevant experience

Practical experience in using Geographic Information Systems (ESRI Software’s such as Arc GIS, Arc SDE), RS,
Previous practical experiences of geo tagging and working on GPS side of mobile data collection applications, with GPS positioning for collecting and storing geo-referenced information (ODK App is preferred)
Experience of instructing Geographic Information Systems in Accredited environment, for the purpose of on the job training of AIRD staff.
Data processing and data quality control experience.
