About Ru-WatSIP/MRRD:

Rural Water Supply, Sanitation and Hygiene Promotion Program (Ru-WatSIP) is working in the structure of Ministry of Rural Rehabilitation and Development MRRD as one of the national Program. The main responsibility of this Program is provision of safe potable water and sanitation facilities as a basic need for allover rural inhabitants in the country.

In this program donors such as UNICEF, MOF, and Italy are providing financial assistance to MRRD for capacity building and implementation of water supply projects.

Among the others UNICEF, is one of the main donors for MRRD provided support for implementation of Water Supply and Environmental Sanitation (WASH) projects in community, schools and Health Care Facilities (HCF) alongside with assistance in capacity building within MRRD and for the sector.

For ensuring the objectives set in the project document are being achieved through the planned activities in provinces, there is need for hiring a Quality Control Assistant.

Job Description:

Duties & Responsibilities:

Monitor and provide engineering observations on WASH supplies (PVC pipes, hand pumps, GI pipes, submersible pumps, solar pumps, fittings etc) to ensure the WASH materials are in conformity with approved drawings, specifications (supplied by engineering section) including Bill of Quantities (BoQ)
Assist in day to day QA/QC of WASH materials with QC engineer and make sure all the items are as per the standards and BoQ.
An effective relationship with key suppliers is critical to ensure that the entire regulatory environment is compliant. Essential to that relationship is putting a Quality Agreement in place so that the quality standards of the manufacturer are known by key suppliers so that key suppliers can ensure compliance with those standards.
Transfer collected quality assurance information in pre-determined check-lists to engineering section via electronic or - if necessary - hard copy methods.
Develop and maintain technical specifications of WASH materials with private sectors and inform them of planned visits, and encourage them to accompany during observations.
Establish and maintain good working relationships with peers, supervisors, technical representatives of private sectors, other partners and stakeholders working in the WASH sector.

Undertake and complete other similar technical tasks as required by a direct supervisor including any supervisor appointed to oversee the incumbent’s work.

Job Requirements:

Qualifications/ Experience, Skills & Abilities Required:

Bachelor’s degree with 2 years relevant experience or baccalaureate degree with 4 years relevant experience in Science (B.Sc.) Engineering/geology or other acceptable engineering field.
Minimum three years’ of work experience in quality assurance or design and in increasingly responsible positions within a water supply environment.
Demonstrable experience in performing quality control/assurance of polyethylene pipes, hand pumps, PVC pipes, GI pipes, submersible pumps and etc.
Reviewing technical reports, checking deficiencies and variances from project specifications and drawings, experience with scheduling is desirable.
Familiarity with industry-standards, capable of reading maps and drawings of WASH projects
Proficiency and experience in MS Word and MS Excel.
Familiarity with geographic nature of Afghanistan and conditions in likely project locations.
Documented proficiency in spoken and written English, Pashto, and Dari.
Should possess good communication skills, with proficiency in speaking, reading and writing in English.
Should demonstrate tactfulness, enthusiasm towards assigned tasks, good human relationship skills, integrity, honesty, and the ability to work under pressure to accomplish work tasks within assigned given time periods.

 

Reporting to:                             

The Quality control assistant will report to the QC Engineer at Ru-WATSIP.
