About WEE-RDP/MRRD:
The Government of Afghanistan (GoIRA) launched the Women’s Economic Empowerment National Priority Program (WEE-NPP) on March 8th, 2017. The WEE-NPP forms the third pillar of the GoIRA’s Gender Strategy which is encompassed in the broader Afghanistan National Peace and Development Framework (ANPDF) – the country’s five-year development plan. The WEE-NPP aims to build poor women’s capacity to strengthen the economy of their households, communities, and the entire nation. It is structured as an umbrella program (rather than a stand-alone project/operation) that would operate through over a dozen line ministries (through ongoing or pipeline projects) and coordinated through a Program Coordination Office (PCO) in the Ministry of Labor, Social Affairs, Martyrs and Disabled (MoLSAMD).
The Mission of the Ministry of Rural Rehabilitation and Development (MRRD) is implementing the Women Economic Empowerment Program (WEE-RDP) to ensure the social, economic, and political well-beings of rural society, especially with the poor and vulnerable people, through the provision of basic services, strengthening local governance, and promoting sustainable livelihoods. MRRD accomplishes this mission through donor funded national programs (Citizen Charter, Sustainable Economy Growth and the Boarders Sustainable Development) defined as the MRRD pillars.
Women Economic Empowerment-Rural Development Project (WEE-RDP) is a flagship national initiative of the GoIRA and part of the Sustainable Economy Growth pillar of MRRD, which intends to increase social and economic empowerment of rural poor women in selected communities during a five year project. It would work in 5000 villages in all 34 provinces across Afghanistan in close collaboration with Citizen Charter (CC) and assuring convergence with other MRRD projects, NHLP project of MAIL, Access to Finance project (TUP) of World Bank, etc. The project will work closely work with Micro Finance Institutions (MFIs) and other stakeholders from financial sector to promote access to finance in selected rural areas.
The First component of the WEE-RDP i.e. Community Mobilization & Institution Development (CMID), aims to build sustainable community institutions through social and economic mobilization. The formation of sustainable institutions at the community level would build the social capital of women in the rural areas, which will lead to their economic empowerment. The community institutions envisaged under the project are Self-help group (SHG), which would be federated into Village Saving and Loan Association (VSLA).
FPs Management sub unit:
FP Management sub unit is established under CMID and is responsible for managing of the entire cycle of FPs contract from inception to closure of the project.
The MRRD/WEE-RDP will have a total of 16 FPs contracts covering 3701 rural communities in 39 districts of 23 provinces.
For MRRD/WEE-RDP, the CMID component as the main responsible to manage the FPs contracts. CMID will serves as the interface to provide the necessary support to both Client and the FPs, in order to ensure good contract management.
The FPs management sub unit is also responsible for the verification process of FPs’ achievements, analyzes FPs inputs reports and take the necessary corrective measures on FPs for better management, FP performance analysis to insure that the planned targets are achieved in timely manner and ensure to make a smooth follow up and feedback mechanism of the supervisory and contract management system, and make sure that the FPs have mobilized the required resources and to supervise ensuring that the FPs have the required resources at the field particularly the required key staff in place and also make sure any changes in key staff have been processed
Summary of Duties:
FPs Contract Management officer will help the implementation of the Component-1 of WEE-RDP through FPs. She/he will be responsible for designing monitoring tools for management of FP contracts and achievement of contractual obligation. She/he will also assist CMID component in planning, budgeting, hand-holding of the regional and district team towards roll-out of the project in the targeted provinces.
Job Description:
Detailed Description of the Assignment:
Verify FPs achievements against their contractual targets using CC database and process the FPs invoices for the payments of WEE-RDP’s facilitation cost
Liaise with FPs on preparing the FPs’ projection and assist the Head of Unit to finalize the projection.
Assist the Contract Management Specialist in developing and designing monitoring tools for the management of FP contracts and achievement of contractual obligation as and when needed
Keeps track of all FP contract changes/amendment, coordinate with Procurement Division with regard to amendment of FP contracts and make sure the required amendment is done and both FPs and regional managers have been informed in order to well manage the FP’s contract.
Ensure that the FPs have mobilized the required resources and supervise and make sure FP have their key staff in place and any changes in key staff have been processed.
Update the FP Contract Management and make sure the system is ready for generating any type of report.
Provide support to related FPs in terms of data reconciliation and discrepancy.
Deal with CMID and other relevant units on enrichment of qualitative aspect of the program and make sure FPs have taken the required steps.
To insure having a close working relationships with all related WEE-RDP’s offices and FPs, technical support provided to the FPs and most importantly with Procurement with regard to the contract amendments.
Undertakes periodic field visits to make sure that the contract management function is implemented on ground properly as per the contract and WEE-RDP Operational Manual
Provide various analyses (when required) of FPs performance qualitatively and quantitatively.
Liaise with Finance department regarding FPs payment and projection and make sure FPs invoice processed in a timely manner.
Work closely with program and procurement directorate on proper contract management information system for FPs.
Assist Head of CMID Unit in arranging meetings with the WEE-RDP’s stakeholders/Line Ministries on contractual issues if required.
Administrative Responsibilities:
Review the invoices prepared by the team before going out for further process.
Prepare weekly and monthly activity plan.
Ensure the team has done a proper documentation, developing the filing system and maintaining the records of the FPs payments.
Communication:
Develop close working relationships with all WEE-RDP Units and stakeholders on budget and FP payment related part.
Ensure teamwork approach during daily tasks performance
Consult with Head of Component while making important decisions.
Share the important information with the staff within the Unit/Component.
Follow the identified and diagnosed problems on payments with the relevant WEE-RDP units and FPs in timely manner.
Perform other tasks relevant to the post as required.

Qualification Requirements:
Bachelor’s Degree with 4 years’ experience in procurement, contract management, monitoring and evaluation or any other related field.
At least 1 year experience in Government as procurement or contract management is required.
Good written and verbal communication skills in English, Dari and Pashto essential and as well as having good interpersonal skills.
Computer skills, MS office and Excel, ability to type in English and Dari.
Ability to work with a multidisciplinary team, proactive with good problem-solving skills, has the ability to interact with a wide range of people.
