About ASERD/MRRD:

The Ministry of Rural Rehabilitation and Development (MRRD) within the Agriculture and Rural Development (ARD) Sector Strategy, contributes to the reduction of poverty through the establishment of good local governance, access to rural infrastructure, economic regeneration and the provision of a nationwide disaster and emergency preparedness system. This strategy, however, directly contributes to the achievement of Afghanistan’s Millennium Development Goals.

The project will contribute significantly to increasing the access to thermal energy and electricity through a technology neutral approach, in 19,500 households in 194 rural communities in Afghanistan. This will result in increasing the access to electricity, clean cooking and heating options and will contribute to a tangible reduction in the pre-mature deaths of women and children due to indoor air pollution. The project will pilot seven innovative financing models which once successful will be mainstreamed. The project will also establish conducive policy and regulatory frameworks and capacity development of key stakeholders. It is envisaged that, the project will establish a sustainable rural energy supply approach which can be scaled up beyond the project period.

The ASERD program plans to establish sustainable rural energy services in 194 rural communities in 5 years, providing both electrical and thermal energy services. The efforts will bring sustainable energy to over 19,500 households providing health, economic and social benefits. Most significantly, the major contribution will be the establishment of delivery models that are technology neutral, leverage additional local and international resources, mobilize communities, engage the private sector and financiers to establish a self-sustaining delivery model. The program will also aim to establish the right frameworks for policy, regulation, environmental protection, quality and incentives and develop human and institutional capacities for these delivery models to continue to increase access to energy in Rural Afghanistan.

The Border Electrification Projects aims at providing basic electricity access to border areas adjacent to the Islamic Republic of Pakistan and the Islamic Republic of Iran through the provision of a variety of Solar Home Systems (SHS). A total number of 3,000,000 beneficiaries would benefit from the project encompassing 55 districts in 13 provinces.

The main aim of the project is to provide ample stimulus to entice economic growth, health improvement, education gains and other socio-economic benefits in the target areas.

Job Description:

SUMMARY OF DUTIES:

The Procurement Assistant will work under the overall guidance and supervision of the Sr. Procurement Officer with a primary responsibility to procurement of Goods and preparation of documents. The detailed responsibilities of Procurement Assistant would be as follows:

Assisting the procurement Unit, in overall planning and managing of the procurement of Goods and Works required under the project
Update the procurement databases on daily bases
Follow up the procurement and financial process with internal control and finance departments
Assist the workshops and seminar events with the program section
Maintain and update all the BDEP inventory lists.
Obtaining Quotations from the market for local/national shopping for Goods and Works.
Liaise with contractors/suppliers to ensure timely delivery
Liaise with the logistics Unit to ensure that all items are received, and required feedback from logistics is provided to Procurement for all Purchases
Checking all documents submitted to the procurement department by both users and others related to procurement of Goods and Works, as per instruction of Head of Procurement Department
Ensuring all procurement project correspondence is received, dispatched and recorded
Assisting in Bid-opening and Bid-evaluation meetings, preparation of statements for bid-evaluations, preparing contracts, etc. for procurement of Goods
Monitoring all procurement issues related to procurement of Goods and Works and making sure the MRRD-BDEP procedures and guidelines are implemented
In coordination with Logistics and End user complete and facilitate performance evaluations for all Vendor's/Contractor's
Maintaining the project section’s filing system.
Arrange for the publication of GPN, SPN and other such procurement notices in the relevant newspapers and websites
Liaison with the Department of Finance for payments to Vendors/Contractors
Such other duties as may be assigned by the Unit Head, Goods and Works or the Head of Procurement Department

Job Requirements:

Experience, Qualifications, Skills & Abilities Required:

Bachelor Degree with two years of experience and baccalaureate Degree with four year of experience.
Minimum of one year of professional work experience.
Direct work experience in procurement, MRRD, etc would be a distinct advantage
The incumbent should be very familiar with MS Office software. Experience in procurement of Works in Government Ministries or Departments or donor agencies is highly desirable.
Typing ability in Dari and English is essential
Technology Awareness - Easy working familiarity with Microsoft Word and Excel. Sufficient speed with the computer keyboard typing in English. Internet applications; familiarity with database management is desirable
Teamwork - Good interpersonal skills and ability to establish and maintain effective working relations with people in a multi-cultural, multi-ethnic environment with sensitivity and respect for diversity
Fluent Spoken and written Dari and Pashto and knowledge of English

 

Reporting to:

The Procurement Assistant will directly report to Procurement Officer and Procurement Specialist of the program.
