About WEE-RDP/MRRD:

The Government of Afghanistan (GoIRA) launched the Women’s Economic Empowerment National Priority Program (WEE-NPP) on March 8th, 2017. The WEE-NPP forms the third pillar of the GoIRA’s Gender Strategy which is encompassed in the broader Afghanistan National Peace and Development Framework (ANPDF) – the country’s five-year development plan. The WEE-NPP aims to build poor women’s capacity to strengthen the economy of their households, communities, and the entire nation. It is structured as an umbrella program (rather than a stand-alone project/operation) that would operate through over a dozen line ministries (through ongoing or pipeline projects) and coordinated through a Program Coordination Office (PCO) in the Ministry of Labor, Social Affairs, Martyrs and Disabled (MOLSAMD).

The Mission of the Ministry of Rural Rehabilitation and Development (MRRD) is implementing the Women Economic Empowerment Program (WEE-RDP) to ensure the social, economic, and political well-beings of rural society, especially with the poor and vulnerable people, through the provision of basic services, strengthening local governance, and promoting sustainable livelihoods. MRRD accomplishes this mission through donor funded national programs (Citizen Charter, Sustainable Economy Growth and the Boarders Sustainable Development) defined as the MRRD pillars.

Women Economic Empowerment-Rural Development Project (WEE-RDP) is a flagship national initiative of the GoIRA and part of the Sustainable Economy Growth pillar of MRRD, which intends to increase social and economic empowerment of rural poor women in selected communities during a five year project. It would work in 5000 villages in all 34 provinces across Afghanistan in close collaboration with Citizen Charter (CC) and assuring convergence with other MRRD projects, NHLP project of MAIL, Access to Finance project (TUP) of World Bank, etc. The project will work closely work with Micro Finance Institutions (MFIs) and other stakeholders from financial sector to promote access to finance in selected rural areas.

 

Summary of the Duties

The Training Specialist (TS) is reporting to the Manager of the Training Unit within overall guidance from Senior Management and is responsible for Training Need Assessments (TNA), developing training manuals, trainer guides, coordinating and further refining the technical aspects, curriculum/content of external and internal training activities for the Program; conducting TOTs to WEE-RDP staff and or BDSPs (Business Development Service Providers), quality control of trainings, developing TORs as well as drawing outside expertise through hiring external training providers (consultants, firms, NGOs) to deliver training to staff, community groups focused on enterprise development, and a comprehensive program of business development trainings.

Job Description:

Duties and Responsibilities

The Training Specialist (TS) shall be working closely with master trainers within PMO, and provincial training teams; below are the details of duties and responsibilities:

Develop formats, templates as required for trainings and conduct Training Need Assessment (TNA)
Review and develop the objectives, activities, steps of different sessions, training manuals, modules, handbooks, handouts, exercises related to promotion of sustainable community institutions and or simplify, visualize training materials to be used for WEE-RDP’s program team and beneficiaries which includes Provincial Enterprise Facilitators (PEFs), Business Development Officers (BDOs), and for the target groups’ i.e. Self Help Groups Enterprise Groups, Villages Savings and Loan Associations etc.
Coordinate the development with other relevant technical units, and further refining the standards
Conduct capacity building trainings and TOT to program team and trainers

Developing TORs, undertaking assessment and facilitating process for hiring training services providers based on requirements.  
Working closely with service providers or expert agencies /individual consultants and facilitating execution of planned assignment with expected quality;
Developing concept note, budgets required for training events as and when it is required;
Undertaking field visits, observing training events, providing necessary support and feedback to trainers to improve quality of trainings.
Developing system for capturing training events conducting across WEE-RDP from PMO till village and from staff to target groups; contributing with MIS and make sure the entry of training data.
Exploring use of digital platforms to deliver high end training programs for people at large. Identifying training opportunities within or outside MRRD for capacity enhancement of program team.
Developing systems for monitoring and evaluation of the effectiveness of trainings delivered to staff and clients by external training providers and by WEE-RDP’s own internal team;
Coordinating with training unit and provincial units and extending required support for developing yearly plan, budget, reports for conducting periodic reviews or as required. 
Other duties and responsibilities as assigned.

Job Requirements:

Experiences, qualification /Skills and abilities required

Qualifications/Skill

Knowledge/Experience

At least 5 years’ experience working on social and economic development in Afghanistan context,
Experiences on developing training manuals and delivering of trainings through an NGO, UN agency, consultancy, or public entity;
Knowledge of the training sector in Afghanistan and the particularly external training providers relevant to community enterprise development/mobilization and business development services;
Knowledge of enterprise/business development value chain, marketing, business management and growth etc.

 

Qualifications/Skills

Qualification: A university degree in education or related field (Business Administration, Economics, Sociology, psychology and or any related field.
Technology Awareness - Highly developed computer skills using Word, Excel, Access, PowerPoint and the Internet, and database management skills;
Fluency in, Dari, Pashto and English languages (listening, reading, writing, and speaking)
Use of digital platform to deliver high end training programs for people at large will be highly preferred.

 

Abilities

Ability to communicate effectively and quickly establish positive working relationships with persons of varying cultures and value systems;
Ability to modify and adapt training techniques and methodologies to suit the Afghan context
Ability and willingness to multi-task and work under pressure;
Willingness to travel in Afghanistan.

 

Reporting Relationship required

Reports to the Training Manager, and is accountable to the WEE-RDP Senior Management.
