About AIWRDP/RPCO/MRRD:
The Regional Programs (RP) was established in the MRRD compound in 2007 as one of the largest rural support program in terms of scope and coverage area, working across the county. The demand for rural development motivated the program management to operate in several sectors that created a stage for diversified activities, whereas all other national programs of the ministry are engaged in their specific sectors. In addition, the Program responds to expressed needs of the rural people, who require various basic services (community based infrastructures) which no other single rural development program has addressed so far. The program development efforts are focused on helping the poor in dealing with many of the risks they face in their lives – such as unemployment, low house hold income, low agriculture production, poor irrigation systems, lack of accessibility to market, lack of education and health facilities, lack community based disaster risk reduction infrastructures and insufficient potable water.
Under the portfolio of the Regional Programs the Arghandab Integrated Water Resources Development Project (AIWDP) funded by Asian Development Bank (ADB) will improve the availability and use of water resources for irrigated agriculture in the Arghandab River Basin and the Kandahar region. The project comprises 5 outputs: (i) Dahla dam capacity increased; (ii) reliability of irrigation water supply increased; (iii) climate resilient and productive irrigation technologies and practices introduced; (iv) post-farm value chains developed; and (v) capacity in water resource management and use strengthened. AIWDP is a joint project between Ministry of Rural Rehabilitation and Development (MRRD), Ministry of Agriculture and Livestock (MAIL) and Ministry of Energy and Water (MEW). Job Description:
Key responsibilities
Coordinate all FCAS related engagement with all relevant stakeholders determine major conflict threats and local capacities for peace, provide the basis for the development of the FCAS Action Plan, and to support the generation of an FCAS baseline;
Conduct FCAS Assessment, especially targeting the local communities in the province under AIWRDP.
Prepare the projects’ FCAS Action Plan based on findings from the FCAS Assessment and integrating conflict-related findings from safeguards assessments and the Initial Poverty and Social Assessment (IPSA);
Generate an FCAS Monitoring and Evaluation Framework that includes an FCAS baseline and appropriate project-context interaction indicators, as well as guidance on conflict sensitive monitoring;
Create an FCAS Capacity Plan that outlines specific FCAS resource requirements and capacity development tracking processes;
Develop an FCAS Procurement Plan detailing procurement strategies to ensure conflict sensitivity is built into contracts (principal project contract and sub-contracting) and accounted for in conflict management guidance;
Produce a project FCAS Community Engagement strategy that provides guidance for Supervision Consultant and Contractor, as well as government counterparts, for community engagement on all project-related matters to ensure this is conducted in a conflict sensitive manner;
Help the CPMO and consultant team to identify and develop potential positive impacts of the project during implementation, while identifying and mitigating potential negative impacts. and
Particular focus should be given to land acquisition and resettlement, employment opportunities in construction and services required by the project, disruption caused by project construction, and ensuring equitable participation in capacity building and empowerment through stakeholder representation
Job Requirements:
Qualifications/Experiences, Skills and Abilities required
University degree in governance, public policy, post-conflict peace processes, Social studies or related discipline advanced degree in governance, public policy, post-conflict peace processes or related discipline;
Having 4 years of experiences in related filed.
Technical knowledge of FCAS;
Ability to develop and apply FCAS-related tools in project design; and
Strong communication and report writing skills.
Ability to work independently and with minimal guidance and lead and guide others
Fluent in English, Dari and Pashto.
Travel Requirements
Knowledge of and the ability to travel throughout the subproject location areas is vital to accomplishing the duties for the position. Candidates must be able to travel to all proposed subproject areas.
