About Ru-WatSIP/MRRD:

Rural Water Supply, Sanitation and Hygiene Promotion Department ( Ru-WatSIP) is working in the structure of Ministry of Rural Rehabilitation and Development MRRD. The main responsibility of this department is provision of safe potable water and sanitation facilities as a basic need for allover rural inhabitants in the country.

In this programme many donors such as UNICEF, MOF and SAARC are providing financial assistance to MRRD/Ru-WATSIP for capacity building and implementation of WASH Projects.

Among the others UNICEF, is one of the main donors for MRRD provided support for implementation of Water Supply, sanitation and hygiene promotion (WASH) Programme alongside with assistance in capacity building within MRRD and for the sector.

For ensuring the objectives set in the project document are being achieved through the planned activities in provinces, there is need for hiring WASH Officer.

Job Description:

Duties & Responsibilities:

WASH officer must have knowledge of survey and design of water supply projects.
Must have ability to use Water CAD, Water GEMs and other water supply software’s for design.
Visit the selected communities, schools, HCFs so that they are in line with the WASH policy, guideline, and the proposed facilities for the institutions are justifiable and have complete Database for selected CDCs, and communities.
Provide technical support to the PRRDs, CDCs and DDAs on monitoring of solar pipe scheme, gravity fed water supply systems and bore wells with hand pumps.

Ensure quality implementation of activities through frequent field visits and close supervision and monitoring in community and make sure construction of WASH facilities are in line with the BoQ and design/specifications of the contract signed between MRRD and CDC/DDA.
Prepare Monthly monitoring reports/ mission reports of the visited project sites.  Through frequent interaction with counterparts, discuss appropriate and practical issues in regard to improvement of water and sanitation technology infrastructure as part capacity building of counterparts.
Facilitate monthly and quarter meetings with other WASH stakeholders at the province/reginal level.
Conduct WASH cluster and WSG (Water and Sanitation Group) meetings on monthly basis and share its reports with Ru-WATSIP and UNICEF Regional office.
Support provincial Rural Rehabilitation departments in undertaking WASH projects monitoring and survey.
Facilitate and support to timely technical assessment & monitoring and project implementation and functionality of WASH facilities and review of technical assessment done by provincial RRDs.
Any other duty requested by MRRD and UNICEF relevant to the mentioned position.
 

Job Requirements:

Required Education/Degrees/Skills:                    

Must be a Bachelors level qualification in civil engineering, mechanical engineering, architectural engineering and or geology engineering.
Related field experience in design, program implementation, supervision, monitoring and evaluation are essential.
Four (4) years progressively responsible professional work experience in WASH related works.

Good verbal and written communication in Dari/Pashtu and English are required

Good analytical, negotiating, communication and advocacy skills, report writing skills are required.
Good computer knowledge, knowing Windows programs (e.g. Word and Excel)

Reporting to:                             

The WASH Officer will report to the WASH Project Manager.
