About RPCO/MRRD:
The Regional Programs (RP) was established in the MRRD compound in 2007 as one of the largest rural support program in terms of scope and coverage area, working across the county. The demand for rural development motivated the program management to operate in several sectors that created a stage for diversified activities, whereas all other national programs of the ministry are engaged in their specific sectors. In addition, the Program responds to expressed needs of the rural people, who require various basic services (community based infrastructures) which no other single rural development program has addressed so far. The program development efforts are focused on helping the poor in dealing with many of the risks they face in their lives – such as unemployment, low house hold income, low agriculture production, poor irrigation systems, lack of accessibility to market, lack of education and health facilities, lack community based disaster risk reduction infrastructures and insufficient potable water.
Under the portfolio of the Regional Programs the Arghandab Integrated Water Resources Development Project (AIWDP) funded by Asian Development Bank (ADB) will improve the availability and use of water resources for irrigated agriculture in the Arghandab River Basin and the Kandahar region. The project comprises 5 outputs: (i) Dahla dam capacity increased; (ii) reliability of irrigation water supply increased; (iii) climate resilient and productive irrigation technologies and practices introduced; (iv) post-farm value chains developed; and (v) capacity in water resource management and use strengthened. AIWDP is a joint project between Ministry of Rural Rehabilitation and Development (MRRD), Ministry of Agriculture and Livestock (MAIL) and Ministry of Energy and Water (MEW). MRRD will contribute to outputs 1 and 2
Job Description:
Duties & Responsibilities:
Develop and implement user training for all aspects of day-to-day IT work, including but not limited to MS Windows, MS Office products, email, internet, virus protection, and data backup;
Develop IT usage policy and make sure all staff are aware and understand it;
Produce monthly report, which includes activities for the month and future plans;
Liaise with all the ISPs (Internet service providers) for all offices where there is internet connection;
Maintain an up to date inventory of all IT and communication equipment in conjunction with Administration Department;
Local network maintenance and installation including cabling, switches/hubs and NIC configuration TCP/IP, NAT, TCP/IP printing, windows network and domain services on TCP/IP;
Make suggestions for network hardware and software system improvements;
Work with the Database server and Document Management System Server;
Maintain and repair the RP-IT equipment;
Install O/S, Software, Database Applications and Hardware Resources;
Maintain the satellite dishes in HQ and assist the Provincial Field Offices with the same;
Check systems in order to optimize performance and to initiate recovery action after system failures;
Prepare and implement an IT Disaster Preparedness Policy;
Prepare and implement an IT security protocol
Ensure proper and regular backups of the servers;
Prepare a brief daily report of actions;
Provide technical support to Provincial Field Offices IT personnel;
Assist the Procurement Unit by providing specifications for purchasing IT Equipment;
Ensure the quality and functioning of new IT equipment before distribution to staff;
Travel to provincial offices as required
Any other duties assigned by the Administration Manager;
Job Requirements:
Qualifications /Experience, Skills and Abilities:
Education Qualifications –
University Degree in Computer Science / IT or Hardware Engineering; Master degree holder in the mentioned field is preferred.
Excellent organizational and interpersonal skills
Strong written and verbal communication skills in English, Pashto/Dari;
Knowledge/Experience:
At least 5 years work experience in the field of IT maintaining and support hardware and networks;
Experience of working with development agencies (NGOs/consulting companies/UN) is highly desirable;
Knowledge of IIS and other web servers
Knowledge of Domain Environment and ISA Server;
Certified in hardware A+, Net+, or MCSE;
Familiarity with database administration;
Experience of working with and maintaining CISCO system will be an advantage
Abilities
Must be willing and able to work beyond office hours depending on requirement;
Must be self-starter with excellent demonstrated teamwork skills;
Ability to work in a high-pressure environment;
Ability to multi-task and work under pressure;
Professionalism in appearance and demeanor; and
Willingness to enhance knowledge through training and personal initiative;
Reporting Relationship: Reports to the RP Administration Unit Manager
