About RPCO/MRRD:

The Mission of the Ministry of Rural Rehabilitation and Development (MRRD) is to ensure the social, economic, and political welfare of rural society, especially poor and vulnerable people, through the provision of basic services, strengthening local governance, and promoting sustainable livelihoods.  MRRD accomplishes this mission through donor funded national programs in the areas of governance, infrastructure and economic growth.

The Regional Programs (RP) was established in the MRRD compound in 2007 as one of the largest rural support program in terms of scope and coverage area, working across the county. RP created a platform for sustainable community - based participatory irrigation infrastructure rehabilitation and development to increase farmers’ access to irrigation systems. The Goal of RP is to reduce poverty through implementation of productive infrastructures in rural communities. The purpose is poverty alleviation - enabling people to break the cycle of poverty, which begins with lack of opportunity, low income, extends to the well-known miseries of economic and nutritional poverty and leads new generations to endure the same conditions.

 

Job Description:

Duties and Responsibilities:

Prepare projects procurement, implementation and monitoring plan and maintain records and close follow-up of the sub-projects’ activities
Identify problems/challenges in procurement and contractual activities and suggest/take appropriate mitigating measures
Review and handle technical and legal aspects of procurement and contract documents; and contribute significantly to the administrative and financial management of the sub-projects
Assist the program in the preparation of monthly and quarterly progress reports, including comparison between planned and actual progress in physical and financial terms and identification of delays and recommendations for remedial actions
Participate in the evaluation for pre-qualification of the contractors, expression of interest for short listing, tenders and proposal and in preparing the corresponding report
Maintain effective database of contract management information and maintain contract document filing system
Review, verify, record and ensure accuracy and completeness of necessary documents for timely processing of invoices/requests received from the implementing agencies
Follow-up regarding time schedule of ongoing projects and generate alerts for delays and suggest remedial measures as and when required
Advise on the contractual matters regarding mobilization advance, bank guarantee, performance guarantee, extension of time, interim payment certificate, and final payment certificate as per contract
Coordinate activities with procurement and engineering departments to advance the contract-award process and resolve contract management related issues
Assist project managers in monitoring and follow-up of projects activities and work in close coordination and consultation with heads of other units for the improvement of Contract Management System.

Job Requirements:

Qualifications/ Experience, Skills & Abilities Required:

Having at least Master’s or its equivalent degree with 5 years working experience or having Bachelor's degree with 7 years’ relevant experience.
Having Good report writing skills.
Excellent communication skills, excellent Pashto/Dari & good English. (Written/ reading/ spoken)
Computer knowledge, (Windows, MS Office, Internet)
Demonstrated interpersonal skills.
Willing and ability to travel to the field.
Ability to set priorities and manage time effectively
Ability to work both independently and as an effective team member
Ability to write in a clear and concise manner and to communicate orally & effectively
Familiarity with Rural development Programs

 

Reporting Relationships

Reports directly to the deputy program / Program Director.
