About AIWRDP/RPCO/MRRD:

The Regional Programs (RP) was established in the MRRD compound in 2007 as one of the largest rural support program in terms of scope and coverage area, working across the county. The demand for rural development motivated the program management to operate in several sectors that created a stage for diversified activities, whereas all other national programs of the ministry are engaged in their specific sectors. In addition, the Program responds to expressed needs of the rural people, who require various basic services (community based infrastructures) which no other single rural development program has addressed so far. The program development efforts are focused on helping the poor in dealing with many of the risks they face in their lives  – such as unemployment, low house hold income, low agriculture production, poor irrigation systems, lack of accessibility to market, lack of education and health facilities, lack community based disaster risk reduction infrastructures and insufficient potable water.

Under the portfolio of the Regional Programs the Arghandab Integrated Water Resources Development Project (AIWDP) funded by Asian Development Bank (ADB) will improve the availability and use of water resources for irrigated agriculture in the Arghandab River Basin and the Kandahar region. The project comprises 5 outputs: (i) Dahla dam capacity increased; (ii) reliability of irrigation water supply increased; (iii) climate resilient and productive irrigation technologies and practices introduced; (iv) post-farm value chains developed; and (v) capacity in water resource management and use strengthened. AIWDP is a joint project between Ministry of Rural Rehabilitation and Development (MRRD), Ministry of Agriculture and Livestock (MAIL) and Ministry of Energy and Water (MEW). MRRD will contribute to outputs 1 and 2 Under the supervision of Provincial Administration Officer, the driver is responsible for a) safe and responsible driving of office vehicle, b) routine maintenance and care of office vehicle, c) take careful note of all available information concerning street conditions, and d) running of official tasks and assisting with other office services e) Should be familiar with road condition of the city and district of Province.. f) Should be able to travel and drive vehicle to other provincial offices with complete familiarity of the road condition

Job Description:

DUTIES AND RESPONSIBILITIES

Drive office vehicles safely and take office staff, official visitors and guests to official destinations as directed by supervisor;
Regularly cleans the inside and outside of the office vehicle.
Checks oil, water, brake and clutch fluid on a daily basis; tyre pressures, battery, water, and overall vehicle condition on a daily and monthly basis.
Responsible for program vehicle documents and its care, keeps vehicle logbook register and update on a daily basis. Calculates the petrol, oil, and lubricant use on a monthly basis;
Reports the need for maintenance and undertakes minor repairs;
Immediately reports any involvement of the program vehicle in any, even minor accidents, or any damage or theft of equipment from the vehicle;
Uses all available information (incl. actual radio news on traffic situations) to update knowledge of street conditions, security, effective routes and locations;
Exchanges this information with other office drivers;
Make sure that the vehicles are used for official tasks only. Any misuse of vehicles will accrue to disciplinary actions including dismissal;
Responsible for the day-to-day maintenance of the assigned vehicle including checking the oil, water, fuel battery, brakes, tires, windscreen washer, lights etc. on daily basis. Will be responsible for performing minor repairs and arranging for other repairs with contracted workshop;
Make sure that every morning the vehicle is clean and ready for use.
Responsible for ensuring RP vehicle carries logbooks (both fuel and journey description), ensure logbooks are properly maintained/completed, and ensure that it is signed off by the passenger or while picking and dropping to the final dictation staff. Log official trips, daily mileage, fuel consumption, etc.
Ensure that all necessary legal documentation and permits (both for vehicle and driver) are available while travelling inside or outside the city.
Should be familiar with the traffic rules and regulation of Afghanistan and should take care of the traffic sign while travelling inside or outside the city,
Ensure that the vehicle is fully equipped with essential emergency equipment while travelling inside or outside the city including first aid kit, towrope, torch, spare fuel can (metal), water, toolbox, shovel, compass, chain etc
Should be able to drive different types of vehicles e.g. pickup, land cruiser etc.
Should park the vehicles in holidays, night and day at the RP Premises or MRRD premises guided by the supervisor.
Should be able to work late and if required on holidays.
Any other related tasks assigned by supervisor.

Job Requirements:

Knowledge/Experiences, Qualifications, Skills and Abilities Required

Secondary school Certificate and baccalaureate degree from school, educational institute or professional institute is preferring
At least 3 years of working experience as a driver one year in an office environment is preferable;
No history of major accidents;
No criminal history and should be able to get the proof of police department
 Ability to get along well with others.
Ability to behave well with supervisor and office staff
Good command on speaking Pashtu and Dari;
Possession of a valid driver’s license
Discipline and punctuality
Stress tolerance and patience;
Familiarity with the related routes;
Personal integrity and reliability;
Good organization behavior

Reporting Relationship: Admin Manager and Sr. Admin Officer of the RP.
