About WEE-RDP/MRRD:

The Government of Afghanistan (GoIRA) launched the Women’s Economic Empowerment National Priority Program (WEE-NPP) on March 8th, 2017. The WEE-NPP forms the third pillar of the GoIRA’s Gender Strategy which is encompassed in the broader Afghanistan National Peace and Development Framework (ANPDF) – the country’s five-year development plan. The WEE-NPP aims to build poor women’s capacity to strengthen the economy of their households, communities, and the entire nation. It is structured as an umbrella program (rather than a stand-alone project/operation) that would operate through over a dozen line ministries (through ongoing or pipeline projects) and coordinated through a Program Coordination Office (PCO) in the Ministry of Labor, Social Affairs, Martyrs and Disabled (MOLSAMD).

The Mission of the Ministry of Rural Rehabilitation and Development (MRRD) is implementing the Women Economic Empowerment Program (WEE-RDP) to ensure the social, economic, and political well-beings of rural society, especially with the poor and vulnerable people, through the provision of basic services, strengthening local governance, and promoting sustainable livelihoods. MRRD accomplishes this mission through donor funded national programs (Citizen Charter, Sustainable Economy Growth and the Boarders Sustainable Development) defined as the MRRD pillars.

Women Economic Empowerment-Rural Development Project (WEE-RDP) is a flagship national initiative of the GoIRA and part of the Sustainable Economy Growth pillar of MRRD, which intends to increase social and economic empowerment of rural poor women in selected communities during a five year project. It would work in 5000 villages in all 34 provinces across Afghanistan in close collaboration with Citizen Charter (CC) and assuring convergence with other MRRD projects, NHLP project of MAIL, Access to Finance project (TUP) of World Bank, etc. The project will work closely work with Micro Finance Institutions (MFIs) and other stakeholders from financial sector to promote access to finance in selected rural areas.

Job Overview/Summary

Operations Officer (SOO) will assist the PMO in Preparing and coordinating operational and logistic sides of managing WEERDP’s program and coordinate with other operational support functions including Procurement, Inventory, Supply chain, Finance, and IT to ensure delivering high quality operational support at Program Management Office (PMO), Regional offices (RO) and Provincial Offices (PO)

 

Job Description:

Major Responsibilities

Operations Officer will assist the administration team with the implementation of program and operational activities at PMO and ROs, with (Name of Supervisor) assistance and operational staff members' support;
Participating actively in regular meetings with all program focal points to ensure effective, joint and coordinated emergency response and common understanding of all program interventions that need to be implemented in the ROs;
Assisting the (Supervisor) by ensuring that field offices' projects and reports are delivered according to WEERDP and donor requirements, within the agreed timeline and budget;
Follow up on purchase requests (PRs) of all the field Offices;
Provide technical support on procurement packages both at central and regional level, Process and check all the procurement packages of PMO and ROs and POs based on policies and procedures.
Coordination and closely follow up the procurement packages of program at central and regional levels
Immediate response to relevant office on missed documents of each package and have close follow up to process on time.
Preparing of RFQ, RFB, BER, PO/Contract, M3, M7, award of contract notification and etc.
Process contract extension and amendment as require.
Providing regular updates and standardized reports to the (Supervisor) on the status of program operational and logistical support on the planned vs actuals;
Effectively participating in empowering the regional Admin/Finance officer and Assistant and developing their capacities by providing direct support and coaching.
Regularly processing petty cash/cash Advance documents of ROs and POs.
Take active participation on Meetings, conference and event management.
Assisting the Supervisor, Regional Managers (RM) in preparing and managing the field operational budget;
Process the supplier’s invoices and follow up with Finance unit on regular bases at PMO and ROs.
Insure that all field offices are fully functional or provide necessary support.
Any other relevant task assigned by Program leadership.

Qualifications:

Bachelor Degree in business administration, Public Administration, Management, Finance or Accounting, Economics and other relevant fields.

Experience:

Bachelor Degree with 4 years of Experiences with focus on Project Management, Procurement, Financial, operational and logistics Related Areas. Master Degree is preference.

Knowledge/Skills/Abilities

Knowledge of operational support functions (Admin, Logistics, Procurement and Asset Management).
Excellent interpersonal, communication and presentation skills.
Fluency in written and spoken English, Pashto and Dari are required.
Works well in and promotes teamwork, comfortable in a multi-cultural environment, flexible and able to handle pressure with professional grace.
Ability to maintain effective working relationships in the organization
A high degree of discretion with sense of responsibility in dealing with confidential matters
Good computer skills using MS Office, outlook and Internet.
Ability to work in a multicultural environment and to demonstrate gender-sensitive and non-discriminatory behavior and attitudes
Willingness and ability to travel in provinces.
