About AIWRDP/RPCO/MRRD:

The Regional Programs (RP) was established in the MRRD compound in 2007 as one of the largest rural support program in terms of scope and coverage area, working across the county. The demand for rural development motivated the program management to operate in several sectors that created a stage for diversified activities, whereas all other national programs of the ministry are engaged in their specific sectors. In addition, the Program responds to expressed needs of the rural people, who require various basic services (community based infrastructures) which no other single rural development program has addressed so far. The program development efforts are focused on helping the poor in dealing with many of the risks they face in their lives  – such as unemployment, low house hold income, low agriculture production, poor irrigation systems, lack of accessibility to market, lack of education and health facilities, lack community based disaster risk reduction infrastructures and insufficient potable water.

Under the portfolio of the Regional Programs the Arghandab Integrated Water Resources Development Project (AIWDP) funded by Asian Development Bank (ADB) will improve the availability and use of water resources for irrigated agriculture in the Arghandab River Basin and the Kandahar region. The project comprises 5 outputs: (i) Dahla dam capacity increased; (ii) reliability of irrigation water supply increased; (iii) climate resilient and productive irrigation technologies and practices introduced; (iv) post-farm value chains developed; and (v) capacity in water resource management and use strengthened. AIWDP is a joint project between Ministry of Rural Rehabilitation and Development (MRRD), Ministry of Agriculture and Livestock (MAIL) and Ministry of Energy and Water (MEW). MRRD will contribute to outputs 1 and 2

Job Description:

Key responsibilities

Lead and manage AIWRDP operations and core activities in the Province and supervise the provincial team.
Provide support to staff in social mobilization, identification of project, survey, design and cost estimation of the sub-project, Gender mainstreaming, and social safeguard. 
Ensure that designs, calculations, specifications, bills of quantities and drawings for contract work packages are at standards level.
Ensure effective communication and networking both with team in provincial and HQ levels and with external stakeholders;
To develop efficient work plans and processes for staff to help them deliver their work tasks.
Support the AIWRDP senior staff in MRRD to establish, align, coordinate and monitor annual, quarterly and monthly work plans.
Establish and maintain the office work environment so that an efficient work place exists for all staff.
Maintain the local relationship between the project and beneficiaries and ensure the communications between project and beneficiaries is well developed.
Maintain the payments work flow so that beneficiaries are able to receive funds in a timely manner.
Ensure all the projects contracts are prepared based on MRRDs policy and guidelines.
Track the progress of the all contracts regularly and report to AIWRDP staff in MRRD. 
Review work plan progress, progress of construction, field achievements, field implementation and develop and implement solutions to any organizational or logistical problems.
Follow up closely on the procurement and construction activities of his/her related office
Prepare and submit reports, bi-weekly, monthly, quarterly, annual, mid-term, and any other reports required by the Project Director and Project Manager.
Participate in meetings with NGOs and other interested parties at the provincial level.
Oversee the implementation of Environmental and Social Management Framework for RP (ADB guidelines)
Coordinate all technical activities closely with senior provincial DoRRD staff.

Job Requirements:

Qualifications/Experiences, Skills and Abilities required

Bachelor degree in Management, Finance, economics, engineering Business administration or Public Administration. (for master degree will be given preference)
Minimum of 5 years of program development and management experiences. (ADB projects experience highly desirable)
Extensive knowledge of the development and reconstruction issues of Afghanistan.
Knowledge of community development
Excellent literacy skills in local Dari and Pashto languages as well as in English
Excellent computer skills (Word, Excel, etc.)
Demonstrated strong writing skills
Proven project management skills
Excellent communication skills: demonstrating openness in sharing information and keeping people informed
Ability to set priorities and manage time effectively
Respect for diversity: working effectively with people from all background
Integrity: demonstrating the values of the ADB and MRRD in daily activities and behavior and not abusing power or authority

 

Travel Requirements

Knowledge of and the ability to travel throughout the subproject location areas is vital to accomplishing the duties for the position. Candidates must be able to travel to all proposed subproject areas.

Reporting Relationship: RP Director/Deputy Director and Project Manager.
