Rural Water Supply, Sanitation and Irrigation Programme (Ru-WatSIP) is working in the structure of Ministry of Rural Rehabilitation and Development MRRD as one of the national program. The main responsibility of this Program is provision of safe potable water and sanitation facilities as a basic need for allover rural inhabitants in the country.
In this programme donors such as UNICEF, MoF and SAARC are providing financial assistance to MRRD for capacity building and implementation of water supply projects.
Recently Ministry of Rural Rehabilitation and Development/ Rural Water Supply, Sanitation and Irrigation Programme, through MOF funding launched National large scale project as construction of Qadis Khordak Water storage Dam for the purpose of water resources management, flood control, land irrigation and environment protection in Qadis district of Badghis province. The implementation will be carried out by construction company (CC) where the daily supervision and regular monitoring is being done by Ru-WatSIP/RRD technical Team.
For ensuring the objectives set in the project document are being achieved through the planned activities in provinces, there is need for hiring Project Officer.
Duties & Responsibilities:
Receive, Review and compile contracted companies progress, interim and final reports for donor’s submission.
Assist the project manager in preparing programme plan, updates and reports
Prepare bidding document and technical specification for water supply and sanitation activities
Assist the project manager in preparing of programme planning, financial reports and tracking of budgets and payments
Verify progress reports sent by provincial RRDs and prepare the payments/installments of water supply and sanitation projects
Draft guidelines and formats for project implementation, monitoring and supervision of water supply projects in coordination with monitoring section
Liaise with monitoring section, RRDs and other stakeholders on effective projects implementation.
Assist the Project Manager in overall project management such as budget control and liaison with Doner (MoF)
Assist the Project Manager in day to day business of the project activities.
Assist Project Manager to track down the monitoring reports and take corrective action in case of any drawback in view points of the quality of civil works and project timeframe
Follow up on project progress to achieve set objectives in a given time frame.
Be informed on Project business and be able in the absence of Project Manager to answer inter-departmental quarries.
Attend at the meetings and other ad hoc sessions and events in the absence of Project Manager
Carry out any other assignment as advised by Project Manager or (Ru-WatSIP) leadership.
Qualifications/ Experience, Skills & Abilities Required:
The Project Support Officer should have bachelor degree in civil/water engineering and at least 4 years relevant experience in water supply and sanitation activities with work preferably in rural areas in Afghanistan.
Ability to negotiate with construction companies or implementing partners in amendments of contracts and variation order in scope of works
Must be computer literate and familiar with basic computer software including MS Office.
Must be able to communicate well in Pashto, Dari and English.
Ability to evaluate the competencies of the contractors, their tools and experts.
The Project Officer will report to Project Manager.
