About RPCO/MRRD:

The Regional Programs Coordination Office (RPCO) was established in the MRRD compound in 2007 as one of the largest rural support programs in terms of scope and coverage area, working across the county. The demand for rural development motivated the program management to operate in several sectors that created a stage for diversified activities, whereas all other national programs of the ministry are engaged in their specific sectors. In addition, the Program responds to expressed needs of the rural people, who require various basic services (community based infrastructures) which no other single rural development program has addressed so far. The program development efforts are focused on helping the poor in dealing with many of the risks they face in their lives  – such as unemployment, low house hold income, low agriculture production, poor irrigation systems, lack of accessibility to market, lack of education and health facilities, , lack community based disaster risk reduction infrastructures and insufficient potable water.

Job Description:

Duties & Responsibilities:

Assist the Regional Program Coordinator with implementation of regional programs

Liaising with the different project partners, on the funding and on the implementation side
Ensuring the projects plan is implemented accordingly

Monitoring project implementation systematically

Oversee the administrative and financial components of the RPs carried out by relevant staff
Monitor the expenditure of funds under the projects

Track the program budget and deliver timely and accurate financial transactions via financial officer
Monitor procurement and financial status of the projects

Facilitate the collection of data from relevant programs and department

Communicate regularly with the project stakeholders

Organize meetings, prepare and circulate agendas, minute meetings

Maintenance of up-to-date program records, files and documentations

Prepare periodic reports on the progress (weekly, Bi-weekly, monthly and annual)

Review and analyze information and reports

On behalf of the program coordinator participate actively in internal and external meetings.
Carry out proposal & control tasks of the admin, finance & procurement

Assist in maintaining relationships with all relevant actors in program area

Carry out particular administrative oversee &control tasks of the admin, finance &procurement sections of the program

Provision of translation services, drafting of minutes of meetings and adequate follow-up actions as necessary

Conduct field trips and ensure the implementation of the project and coordination between actors in the field

Job Requirements:

KNOWLEDGE/EXPERIENCE, QUALIFICATIONS/SKILLS AND ABILITIES REQUIRED

Knowledge/Experience

4 to five years of project and programme management experience in an international development setting.
Minimum of 1 year experience working with rural and community development programs.
Minimum of 1 year experience working in/with central or provincial government offices.

Qualifications/Skills

University degree in a field relevant development or rural/community development
Fluency in English and Pashto and/or Dari languages;
Excellent communication skills: speaking, writing, and listening;
Demonstrated interpersonal skills;
Computer skills, including experience using Microsoft

Abilities

Ability to set priorities and manage time effectively;
Ability to work independently and also as an effective team member
Willingness to enhance knowledge through training and personal initiative.
