About WEE-RDP/MRRD:

The Mission of the Ministry of Rural Rehabilitation and Development (MRRD) is to ensure the social, economic, and political welfare of rural society, especially poor and vulnerable people, through the provision of basic services, strengthening local governance, and promoting sustainable livelihoods. MRRD accomplishes this mission through donor funded programs in the areas of governance, infrastructure and economic growth. MRRD has received a grant from the World Bank to finance the cost of Women Economic Empowerment Rural Development Program (WEE-RDP).

WEE-RDP is designed to be a more women centric program and it would be scaled up to 34 provinces with better institutional alignment with WEE-NPP objectives. The new project intends to build on the overall experience of AREDP and would simultaneously leverage the institutional platform of CDCs established & nurtured under ongoing Citizen Charter program of MRRD. Under WEE-RDP, greater emphasis is being given to collaborating with non-governmental institutions, private sector entities, service providers and organizations and civil society organizations (CSOs) in implementation of project activities while fostering partnerships with both the public and private sector to leverage technical resources and access to finance. Synergies will also be built among potential government organizations (e.g. MoWA, MoLSAMD, MoCI, MAIL etc) and non-government and civil society organizations. The project will follow a demand-driven/market-led approach to establish market linkages at the national, provincial and local levels and special emphasis will be given to identify & support women centric sub-sectors.  Women led enterprises   and its further aggregation to higher level institutions will be promoted under WEE-RDP. 

SUMMARY OF DUTIES

The Procurement Specialist (PS) will work under the direct supervision of Procurement Directorate (PD) and jointly to the project director of WEERDP and shall assist the PD in the organization and execution of all procurement activities particularly the WEE_RDP procurement packages. The specific tasks shall include but not limit the following;

DUTIES AND RESPONSIBILITIES

The duties and responsibilities for the position are:

Prepare, REOI, short listing report, RFP, Technical evaluation report, combined evaluation reports and contracts, for procurement of consultancy services.
Prepare and update procurement plans and procurement monitoring plans.
Assist the PD in:

Monitoring the bidding process and the bid opening, and associated documentation
Coordinating the technical evaluation and the bid evaluation process and reports
Preparation and review of contracts and purchase orders
Progress monitoring of all procurement cases and follow up on the procurement contracts till completion
Coordinate the clearances/approvals from the donors, the MRRD, and the Ministry of Finance
Keeping accurate accounts of all procurement processes and ensuring that all procurement is done using World Bank procedures and guidelines as agreed upon by the Government, and compliance with the Government of Afghanistan procurement law
Ensuring that complete documentation is maintained on the procurement cases
Coordinate the audit and the post procurement review processes of the government and the donors

Provide guidance to evaluation committee members on procurement aspects in the process of evaluation of bids / proposals. Review and clear all bid evaluation reports prior to submission for approval or review of the donors. 
Prepare reports on the procurement implementation progress/status as required.
Prepare and implement procurement system reform and capacity building action plan for the procurement directorate and the civil servants in consultation with the other senior staff.
Coordinate with other units of the Ministry during implementation.
Any other Work Assigned by the PD and/or Sr. Procurement Specialist.

Job Requirements:

QUALIFICATIONS, EXPERIENCE, & SKILLS:

Shortlisting criteria:

At least Bachelor Degree in Business Administration, Economics, Commerce, or any other related field.
Minimum of 5 years’ experience in procurement; at least two years’ work experience with government / donor funded project on public procurement systems as Sr procurement officer or above , preferably with WB and/or ADB procurement systems. It is preferred that the candidate attended procurement training programs of the World Bank or ADB.

Reports to the procurement director of MRRD.
