About Internal Audit/MRRD:
The Ministry of Rural Rehabilitation and Development (MRRD) was established to develop and implement programs promoting responsible social and financial growth in rural areas, primarily in the non-farm sector. It has employees in all 34 Provinces of Afghanistan, and delivers a wide range of programs funded both by the Ministry itself and the International Community.
MRRD aims to reduce poverty amongst the approximately 80% of Afghans who live in rural areas by implementing a made-in-Afghanistan “Pro-Poor” growth strategy which calls upon the government and civil society to address the macro economic constraints, the small size of the formal private sector, and the realities of rural poverty in order to implement realistic poverty reduction and development strategies. These strategies are developed within the broader context of the interim Afghan National Development Strategy (i-ANDS), the roadmap the Government of the Islamic Republic of Afghanistan (GOA) is following as it works towards achieving the UN’s Millennium Development and Afghan Compact goals.
Job Description:
Duties and Responsibility:
Checking the accuracy and propriety of financial transaction
Evaluate financial and operational procedures for adequacy of internal controls and provide advice and guidance on control aspects of new policies, system processes and procedures.
Checking the level of compliance with Ministry/GOA policies and procedure, laws and regulation.
Performs audit verification and testing of transaction as required in audit programs
Implementing the approved plan.
Prepare the monthly and other works-plan and reports as required and submit to the appropriate management.
Reviews operation of the Ministry to ascertain if all policies and procedure are documented and complied with.
Observes, compares, and reviews financial records of department/programs to determine compliance with the applicable regulation and procedures.
Examines and verifies accuracy of bookkeeping records such as invoice, sales journals, general ledgers, bank statements, and inventory records.
Good report writing skills.
Travelling round the country for internal audit assignments.
Any other task assigned by the Supervisor.
Job Requirements:
Qualification
University degree in Accounting, Business Administration, Economics, Finance with at least 4 years of relevant experience.
ACCA / CIA students will be given priority.
Strong knowledge of rule and regulations of GoIRA.
Good knowledge of IIA standards.
Good analytical skills and possess knowledge of internal controls.
Fluency in English, Dari and Pashto is must.
Good organizational skills and ability to work in a team
Ability to lead and motivate the team, and work with multiple stakeholders
Good interpersonal abilities
