About Ru-WatSIP/MRRD:
The National Rural Water Supply, Sanitation and Irrigation Programme (Ru-WatSIP) is one of the six closely interlinked National Development Programmes of Ministry of Rural Rehabilitation and Development (MRRD) in Afghanistan. In line with Afghanistan National Rural Water, Sanitation and Hygiene (WASH) Policy, the responsibilities of this programme includes policy and strategy formulation, planning, coordination and implementation of rural water supply, sanitation and hygiene promotion activities undertaken by private sectors, NGOs and the rural communities namely Community Development Councils (CDCs) and District Development Assemblies (DDAs).
Ministry of Finance (MoF) is granting Ru-WatSIP water supply projects in most of the provinces and rural areas of the country. Specially strategic pipe scheme projects namely; Qala e naw Water supply project, Spin Boldak water supply project, Bangi water supply project, etc,.
The implementation has been outsourced to private company and the daily supervision and regular monitoring is being conducted by Ru-WatSIP.
To ensure that project objectives are met through the planned activities in provinces, there is need for hiring of Water Supply Design Specialist
Job Description:
Duties & Responsibilities:
Prepare design ,and construction specification for all kind of Water Supply projects Like (gravity and pressure line, distribution network, wells, pumping station, reservoirs, Solar pumps and solar panel system with required structures and other hydro-technical structures)
Prepare Civil engineering designs to recognized standards, relating to new/upgrades water supply RCC structures.
Advise and have close coordination with surveyor, hydrology and geophysics engineer regarding relevant issues.
Produce engineering studies and cost estimates for revision( deduction or amendment) work analysis.
Prepare detailed designs, calculations, scope of works, specifications, bills of quantities and drawings for contract work packages.
Check and review the design and estimation of designed projects which has designed by design engineers.
Conducting training or workshops for new hired engineers and provincial technical staff.
Reply to technical bid inquiries and prepare technical bid evaluations.
Submit work to head of unit for approval.
Maintain, through RRD staff, coordination of IPs with community to ensure participation (Process).
Chair construction meeting, prepare minutes and update schedule.
Assists the contractor/IPs in resolving the technical issues.
Review extra work or change order requests.
Ensure that all designs and technical specifications are shared with WSG technical working groups and their comments and agreements are obtained.
Willing to travel and be on the site 2-3 weeks per month.
Perform other duties as are assigned.
Job Requirements:
Qualifications/ Experience, Skills & Abilities Required:
University degree in Civil or Hydraulic Engineering.
Five years overall design and construction experience for infrastructure/Water Supply Pipe scheme projects.
Have experience in the development and preparation of project budget estimates, scope of works on multidiscipline engineering designs for Water Supply/ infrastructure.
Have experience in managing projects for Water Supply/infrastructure
English: fluency in the language, expected to work independently using the language required, to prepare a variety of written communications (correspondence, reports, working papers, etc.), to participate actively in meetings and in work related discussions.
Ability to use computers and have knowledge of MS Office, Auto Cad, EPANET, Water GEMS , GIS Arc Map, Civil 3D and Map source
Reporting to:
The Water Supply Specialist will report to Head of Engineering or Engineering Manager
