About WEE-RDP/MRRD:

The Mission of the Ministry of Rural Rehabilitation and Development (MRRD) is to ensure the social, economic, and political welfare of rural society, especially poor and vulnerable people, through the provision of basic services, strengthening local governance, and promoting sustainable livelihoods. MRRD accomplishes this mission through donor funded national programs in the areas of governance, infrastructure and economic growth.

Women Economic Empowerment Rural Development Program (WEE-RDP) is aim at increase social and economic empowerment of poor rural women in selected communities and designed to be a more women centric program and it would be scaled up to 34 provinces with better institutional alignment with WEE-NPP objectives. The new project intends to build on the overall experience of AREDP and would simultaneously leverage the institutional platform of CDCs established & nurtured under ongoing Citizen Charter program of MRRD. Under WEE-RDP, greater emphasis is being given to collaborating with non-governmental institutions, private sector entities, service providers and organizations and civil society organizations (CSOs) in implementation of project activities while fostering partnerships with both the public and private sector to leverage technical resources and access to finance. Synergies will also be built among potential government organizations (e.g. MoWA, MoLSAMD, MoCI, MAIL etc) and non-government and civil society organizations. The project will follow a demand-driven/market-led approach to establish market linkages at the national, provincial and local levels and special emphasis will be given to identify & support women centric sub-sectors.  Women led enterprises   and its further aggregation to higher level institutions will be promoted under WEE-RDP

SUMMARY OF DUTIES:

The Senior Monitoring and Evaluation Technical Specialist (SMETS) is responsible for the management and leadership of the M&EU to deliver measurement and assessment of the quantity and quality of program activities and their results on the ground. The SMETS will be responsible for reporting to the Head of M&E regarding progress towards the development goals and objectives of the Program and MRRD departments.

Job Description:

Detail Duties and Responsibilities:

The SMETS shall be responsible for:

Establish and support an efficient M&E system for WEERDP, in view of needs from the MRRD and the donors;
Prepare and implement a robust M&E Framework, to track progress toward the WEE-RDP objectives set in the PAD. The M&E framework will track and assess the results of interventions which are implemented directly by WEE-RDP and the Facilitating Partners;
Assist the WEE-RDP management in procuring and managing consultants and other implementing agencies in reviewing the outputs for externally contracted evaluations/studies;
Support M&E unit in technical aspects and in data synchronization and analysis process using specific tools (software);
Collect the data on each indictor already defined in the result framework for the first level of analysis to make sure the data is accurate and consistent;
Prepare both  quality and quantity  analytical M&E quarterly and annually  progress reports;
Unify and produce program progress quarterly and annually reports based on the information that will be provided by various units of the program operation and support;
Work closely with Facilitator Partner (FPs) and will train their M&E staff on the required monitoring mechanism of WEE-RDP in order to ensure that FPs M&E staff monitor the project activities in line with WEE-RDP M&E standards and procedures;
Conduct field visit to WEE-RDP regions whenever required;
Develop analytical presentations on program progress and identify trends and patterns for decision making when required;
Liaise closely with communication unit on different aspects of reporting;
Assist in conducting program mid-year and end-year review
Update program result framework for each implementation support mission
Assist in developing ICR and PCR reports and take part in evaluation of REOI, proposals and other technical documents.
Developing technical TORs;
 Providing Capacity Building for M&E staff;
 RF indicators review and update and revise the checklists accordingly;
 Follow up of ISM action points;
Any other task as given by supervisor.

Job Requirements:

Knowledge/Experience, Qualifications/Skills and abilities required:

Qualifications/Skill/ Knowledge/Experience:

Bachelor’s degree with 5 years of related experiences, field of studies required on Business Administration, Economics, Statistics, social sciences or related field,  
Experiences in M&E system development and implementation.

Experience working in development projects is desirable;
Professionalism – highly analytical in approach and proficient in statistical tools;
Planning & Organizing - Ability to plan own work and manage conflicting priorities;
Management – Ability to manage staff and contribute to the skills development and capacity building;
Communications - Good communication (spoken and written) skills, including ability to explain and present program support services-related information/requirements and prepare written documents/communications in a clear, concise style;
Technology Awareness - Highly developed computer skills, and proficient in software relating to statistical analysis;
Teamwork - Good interpersonal skills and ability to establish and maintain effective working relations with people at all levels in the organization;
Fluency in written and spoken Pashto, Dari and English are required

 

Proven experience in report writing;

Proven experience in the planning and scheduling of monitoring and evaluation activities for development programs;
Good office administration skills.

Reporting relationships:

Report to the Head of Research, Monitoring and Evaluation Unit (WEE-RDP/PMO) and accountable to the WEE-RDP management.
