About WEE-RDP/MRRD:

The Government of Afghanistan (GoIRA) launched the Women’s Economic Empowerment National Priority Program (WEE-NPP) on March 8th, 2017. The WEE-NPP forms the third pillar of the GoIRA’s Gender Strategy which is encompassed in the broader Afghanistan National Peace and Development Framework (ANPDF) – the country’s five-year development plan. The WEE-NPP aims to build poor women’s capacity to strengthen the economy of their households, communities, and the entire nation. It is structured as an umbrella program (rather than a stand-alone project/operation) that would operate through over a dozen line ministries (through ongoing or pipeline projects) and coordinated through a Program Coordination Office (PCO) in the Ministry of Labor, Social Affairs, Martyrs and Disabled (MOLSAMD).

The Mission of the Ministry of Rural Rehabilitation and Development (MRRD) is implementing the Women Economic Empowerment Program (WEE-RDP) to ensure the social, economic, and political well-beings of rural society, especially with the poor and vulnerable people, through the provision of basic services, strengthening local governance, and promoting sustainable livelihoods. MRRD accomplishes this mission through donor funded national programs (Citizen Charter, Sustainable Economy Growth and the Boarders Sustainable Development) defined as the MRRD pillars.

Women Economic Empowerment-Rural Development Project (WEE-RDP) is a flagship national initiative of the GoIRA and part of the Sustainable Economy Growth pillar of MRRD, which intends to increase social and economic empowerment of rural poor women in selected communities during a five year project. It would work in 5000 villages in all 34 provinces across Afghanistan in close collaboration with Citizen Charter (CC) and assuring convergence with other MRRD projects, NHLP project of MAIL, Access to Finance project (TUP) of World Bank, etc. The project will work closely work with Micro Finance Institutions (MFIs) and other stakeholders from financial sector to promote access to finance in selected rural areas.

Job Summery.

The IT assistant will assist the program IT section in providing technical support both at center and regional offices in addressing and soling IT related problems. Job details are pointed out as bellow.

Job Description:

Duties and Responsibilities:

Implement and maintain WEE-RDP LAN/WAN systems utilizing switches, router and servers incorporating DHCP, DNS, file/print sharing, TCP/IP allocation and assignment; IP address management and Internet access in all related offices.
Provide end-user IT support and other remote WEE-RDP offices in Kabul and Regional Offices.
Keep servers, LAN equipment and PCs in high availability status. This includes troubleshooting of PCs, LAN equipment and servers, replacing parts, also maintain system images and antivirus software on both servers and users’ side, maintain  cabling for Network connectivity,
 Install licensed software applications provided by the IT Section, Provide basic daily IT support for systems and users for work flow efficiencies, Manage active network components including switches, routers and bridges; install additional servers and upgrade the network operating system; maintain internet filtering systems.
Assist, maintenance of Virus Protection software for all network client.
Maintain problem tracking, classifying the problems by categories (hardware, software), priorities (low, medium, high); evaluate the problems and give suggested solutions.
Configure outlook, Backup PST file, and Recommend network enhancements and upgrades; indicate any relevant modifications required.
Maintain assigned portions of system; provide operation support for system applications; analyse and implement systems changes and upgrades.
Make sure internet Connection in WEE-RDP main office and other Offices Building are up and running smoothly, and provide optimized computer network environment in the regional offices.
Monitor the Internet bandwidths and contact with ISPs for any problem and inform the staff if there is any downtime.
Travel to regional and provincial offices as required, perform ICT activities in the regional office.

Any other identical task assigned by the concerned supervisor.

Job Requirements:

Requirements: academic qualification / technical skills and work experience

Bachelor degree in computer Science with 2 years’ service experience or Baccalaureate degree with 4 years relevant experience in the related field, Preference will be given to Bachelors
IT or Communications Technology MCSE & CCNA Certificate.
Excellent knowledge of PC hardware and software configurations, Windows 2000 Professional, Windows XP , Network Protocols, LAN/WAN.
Excellent knowledge of VOIP configuration, troubleshooting and maintenance.
Fluency in written and spoken English, Pashto and Dari.
