About IFAD/RPCO/MRRD:
The Regional Programs Coordination Office (RPCO) was established in the MRRD compound in 2007 as one of the largest rural support program in terms of scope and coverage area, working across the county. The demand for rural development motivated the program management to operate in several sectors that created a stage for diversified activities, whereas all other national programs of the ministry are engaged in their specific sectors. In addition, the Program responds to expressed needs of the rural people, who require various basic services (community based infrastructures) which no other single rural development program has addressed so far. The program development efforts are focused on helping the poor in dealing with many of the risks they face in their lives – such as unemployment, low house hold income, low agriculture production, poor irrigation systems, lack of accessibility to market, lack of education and health facilities, lack community based disaster risk reduction infrastructures and insufficient potable water.
Under the portfolio of the Regional Programs Coordination Office, a MoU is signed between Ministry of Rural Rehabilitation and Development (MRRD) and Ministry of Agriculture Irrigation and Livestock (MAIL) in October 2018 to implement the project in seven provinces (Kabul, Parwan, Logar, Baghlan, Balkh, Nangrahar and Herat) in 4 Sectors (flood affected and rainfall harvesting structures, roads for community access, drainage and sanitation, and water supply) till December 2020. This project is financed by International Fund for Agriculture and Development (IFAD).
Job Description:
Duties & Responsibilities:
The Sr. MIS Specialist shall be responsible to carry out mainly the following tasks. However, he may be assigned to other tasks relevant to RPCO in general and MIS in specific.
Assess information needs of RPCO from time to time and stakeholders and translate them into information system(s).
Develop new systems as and when required by RPCO and/or relevant stakeholders.
Administer, maintain and troubleshoot RPCO database(s). In addition, provide technical support to all relevant departments on RPCO-Database.
Under the overall supervision of the MIS Manager the MIS Officer will be mainly responsible for data collection, processing, verification, quality control, coordination and maintenance of MIS systems. Below are the core responsibilities of MIS Officer:
Manage the data collection process from communities and ensure quality entry into information systems;
Review data and ensure for accuracy, consistency and integrity;
Apply data validation, verification and ensure quality data are within the systems;
Apply regular updates and cooperate in synchronization process with central systems;
Coordinate and provide technical assistance for all provincial offices;
Provide training programs and technical supports to relevant units;
Ensure proper filing system and manage storage of data;
Assist in troubleshooting and resolving technical issues of systems;
Document relevant guidelines, manuals and procedures;
Submit periodic (monthly/ quarterly/ annual) progress reports to MIS Manager;
Perform other relevant tasks assigned by MIS Manager.
Job Requirements:
Required Education degree/ Experience
Must: Proven IT/Software Project Management skills.
Must: Sound experience in .NET/.NET Core programming using C#, and ASP.Net (MVC), JavaScript, JQuery, Agularjs/Angular, HTML, CSS.
Must: Strong Microsoft SQL Server skills (Database development and administration plus additional services−SSRS and SSIS, SSAS).
Must: proficient in data modelling and design.
Must: proficient information system architecture, design and development.
Highly preferred: Restful application development using Web API/ WCF Services.
Highly preferred: Android/iOS application development and optionally Xamarin experience
Highly preferred: Cloud Application Development/administration using Microsoft Azure and/or AWS EC2.
Highly preferred: Security expertise: system security, cyber security and network security.
Soft skills required
Proficient in management : planning, controlling, team building, leading and reporting
Excellent communication skills both verbal and written.
Proactive and self-starter.
Cooperative and ready to go the extra mile in assignments accomplishment.
Be ready to assume responsibility.
Fluent written and verbal communication skills in English and Pashto/Dari.
Qualification Requirements:
Having at least master degree or its equivalent degree with 5 years’ working experience or having Bachelor’s Degree with 7 years’ experience in the related fields.
Worked with Government and an international or national NGO in the similar position is required.
Project management experience in managerial/team lead role is required.
Good written and verbal communication skills in English, Dari and Pashto essential and as well as having good interpersonal skills.
Computer skills, MS office and Excel, ability to type in English and Dari.
Ability to work with a multidisciplinary team, proactive with good problem-solving skills, has the ability to interact with a wide range of people.
