Introduction

The Citizens Charter is a National Priority Program (NPP) of the National Unity Government (NUG) that was officially launched on September 25, 2016.

The Citizens Charter is an inter-ministerial, multi-sectorial NPP, where Ministries have collaborated to provide basic services to rural communities. The key service delivery ministries involved are: Ministry of Rural Rehabilitation and Development (MRRD), Ministry of Education (MoE), Ministry of Public Health (MoPH) and Ministry of Agriculture, Irrigation and Livestock (MAIL), with oversight by Ministry of Finance (MoF). MRRD has a key role and will be responsible for infrastructural development and strengthening CDCs and Cluster CDCs. The Community Development Councils (CDCs) will be linked to sub-national government to improve communication and coordination from the community to the district, provincial and national levels - increasing Government visibility and accountability. The Citizens’ Charter is an important foundation for the Government’s reform agenda, contributing to a number of priority areas including: Ensuring Citizens’ Development Rights; Building Better Governance; Reforming Development Planning & Management and Developing Partnerships.

The Citizens Charter intends to improve service delivery by ensuring minimum service standards, provide greater responsiveness by the Government to the people and increase the level of public satisfaction with services. The Charter commits to deliver the following core services across the country over a 10 year period:

    • Basic health services
    • Basic education access
    • Safe drinking water and sanitation
    • Improved farming technologies and the delivery of extension services
    • Rural connectivity with tertiary roads
    • Rural renewable energy

Job Summary:

The Kuchies Programmed Support Social Organizer -VGD will have a range of responsibilities related to propose solid and applicable soft (Applicable mobilization model) and hard (services) interventions applicable and accessible to Kuchies/Nomad under CCNPP Phase 1. The key focus of the Social organizer role will be day to day follow up, Coordination and  sound implementation of Kuchies/Nomad related initiatives under the CCNPP, including identifying and prioritizing the real needs of Kuchies/ Nomad to the design of CCNPP for service delivery. This population will include all populations/households that come under the defecation of Nomad in the context of Afghanistan.

 

The candidate should support the scale up activities and general knowledge of: 1- Supervise field staff and have a proven knowledge and experience of Kuchies related cultures and values 2- Have a deep understanding of the available or upcoming Kuchies Policies developed by other ministries; 3: Be able to propose implementable innovative interventions to benefit Kuchies under CCNPP; 4- Understanding of Kuchies related work in other ministries or NGOs.

 

Main Duties and Responsibilities:

  • He/she works under the direct supervision of the District Manager and  is also responsible to the Provincial Manager.
  • The Social Organiser must establish themselves as an honest and reliable with full aware of Kuchi communities culture and partner to Kuchi CDC members: providing support, advice, trainings and encouragement for men and women in the communities as they build their capacities and extend their responsibilities;
  • Under the direction of the District Manager, the Social Organiser will support, train and guide local communities – particularly Kuchi CDC members – through CC; including mobilisation, election and registration, trainings, participatory method of Community Development Planning and procurement processes;
  • The Social Organiser will assist the Kuchi CDC in writing the project proposal; advise the Kuchi CDC on project planning and implementation and Support Kuchi CDC and the formation and operation of Community Participatory Monitoring;
  • The Social Organizer must work according to the standards of the CC Program, based on the MRRD Operation Manual, Social manual and training manual, and the guidance of District Manager;
  • Liaise with leaders, elders, mullahs and other Kuchi community members to actively encourage female participation in CC. Social Organisers must understand gender-equality and negotiate maximum female participation with communities. Both male and female Social Organisers are required to hold discussions on female participation with community members at the local level;
  • Prepare regular reports for the document lessons learned;
  • Able to work in insecure areas under control of Taliban and work under stress environment;
  • Attend trainings where and when appropriate;
  • The Social Organizer resolves any dispute related to projects interventions;
  • She/he should understand the importance of sustainability and promote its concept among the beneficiaries through dissemination, mobilization and active participation of community in the project interventions;
  • Coordinates with the village communities and the authorities;
  • Able to Implement Community Led Total Sanitation; and
  • Any other tasks assign by supervisor.

    Required Work Experience & Qualification:

    To perform this job successfully, an individual must be able to perform each essential duty satisfactorily. The requirements listed below are representative of the knowledge, skill, and/or ability required.

     

  • If couldn’t find candidates with Bachelor Degree from Kuchies population, High School & Diploma will also be accepted
  • A minimum of 2-3 years working in communities as a social organizers or community workers;
  • Working through participatory approaches including participatory planning, monitoring, and evaluation;
  • Willing to travel and work in the most insecure part of the country;
  • Have the ability to work in the places controlled by Taliban;
  • Focus on poor disadvantaged groups;
  • Familiar with participatory approaches;
  • Excellent people skills, presentation, communication;
