About Ru-WatSIP/MRRD:

The Ministry of Rural Rehabilitation and Development (MRRD) within the Agriculture and Rural Development (ARD) Sector Strategy, contributes to the reduction of poverty through the establishment of good local governance, access to rural infrastructure, economic regeneration and the provision of Water supply and sanitation services to the rural communities. This strategy, however, directly contributes to the achievement of Afghanistan’s Millennium Development Goals and SDG 6.

In view of the above mentioned goals, Rural Water Supply, Sanitation and Hygiene Promotion Department Ru-WatSIP Programme is working in the structure of Ministry of Rural Rehabilitation and Development MRRD. The main responsibility of this department is provision of safe drinking water and sanitation facilities as a basic need for allover rural inhabitants in the country.

In this programme many donors such as UNICEF, MoF, SAARC, SPANISH, USAID and NORAD are providing financial assistance for implementation of water supply and sanitation projects and capacity building of the MRRD in WASH sector.

The MoF is currently providing fund for MRRD to support the implementation of Water Supply, Sanitation and Hygiene promotion (WASH) projects in Communities, schools and Health Care Facilities (HCF) alongside with assistance in capacity building within MRRD and for the WASH sector. As per the need and to implement the plan on time and with the quality, an officer position is needed to be hired based on the National Technical Assistance policy.

For ensuring the objectives set in the project document are being achieved through the planned activities in provinces, there is need for hiring Finance Officer.

Job Description:

Duties & Responsibilities:

Assist the MoF project manager in overall planning, reports and update on the day to day program financial activities.
Receive, verify project progress reports and prepare and follow up the project payments in consultation with project manager and follow up the process accordingly. 
Assist in organizing project filing system and updated relevant documents and files regularly and when required.
Ensure financial expenditure and tracked liquidated on time.
Draft the required letter/ request for MOF funded Projects.
Facilitate travels and prepare all travel related financial documents for project staff.
Assist in the control of the finance and accounting functions of all  Water Supply projects in Afghanistan, including budgetary monitoring and permanent updating on expenditures;
Assist in preparation of financial status report;
Ensuring that the expenditures are justified in accordance with the relevant provisions of financial authorization, and ensure that all necessary forms are duly completed before submission to Finance Section.
Record all transactions
Verify what documentation submitted to Finance for the payment is approved and complete for processing.

Job Requirements:

Qualifications/ Experience, Skills & Abilities Required:

Bachelor degree in economics/Finance relevant subjects.
4 years practical experience in relevant field with national/international organization with involvement in finance
Must be computer literate and familiar with basic computer software including MS Office and internet/financial software’s.
Fluent spoken and written Pashto, Dari and English languages.

 

Reporting to:

The Finance officer will be reporting to Finance and Program director.
