About WEE-RDP/MRRD:
The Government of Afghanistan (GoIRA) launched the Women’s Economic Empowerment National Priority Program (WEE-NPP) on March 8th, 2017. The WEE-NPP forms the third pillar of the GoIRA’s Gender Strategy which is encompassed in the broader Afghanistan National Peace and Development Framework (ANPDF) – the country’s five-year development plan. The WEE-NPP aims to build poor women’s capacity to strengthen the economy of their households, communities, and the entire nation. It is structured as an umbrella program (rather than a stand-alone project/operation) that would operate through over a dozen line ministries (through ongoing or pipeline projects) and coordinated through a Program Coordination Office (PCO) in the Ministry of Labor, Social Affairs, Martyrs and Disabled (MOLSAMD).
The Mission of the Ministry of Rural Rehabilitation and Development (MRRD) is implementing the Women Economic Empowerment Program (WEE-RDP) to ensure the social, economic, and political well-beings of rural society, especially with the poor and vulnerable people, through the provision of basic services, strengthening local governance, and promoting sustainable livelihoods. MRRD accomplishes this mission through donor funded national programs (Citizen Charter, Sustainable Economy Growth and the Boarders Sustainable Development) defined as the MRRD pillars.
Women Economic Empowerment-Rural Development Project (WEE-RDP) is a flagship national initiative of the GoIRA and part of the Sustainable Economy Growth pillar of MRRD, which intends to increase social and economic empowerment of rural poor women in selected communities during a five year project. It would work in 5000 villages in all 34 provinces across Afghanistan in close collaboration with Citizen Charter (CC) and assuring convergence with other MRRD projects, NHLP project of MAIL, Access to Finance project (TUP) of World Bank, etc. The project will work closely work with Micro Finance Institutions (MFIs) and other stakeholders from financial sector to promote access to finance in selected rural areas.
Summary of Duties
Under the supervision of Administration/Regional Manager, the driver is responsible for a) safe and responsible driving of office vehicle, b) routine maintenance and care of office vehicle, c) take careful note of all available information concerning street conditions, and d) running of official tasks and assisting with other office services e) Should be familiar with road condition of the city and district of Province.. f) Should be able to travel and drive vehicle to other provincial offices with complete familiarity of the road condition
Job Description:
Duties and Responsibilities
Drive office vehicles safely and take office staff, official visitors and guests to official destinations as directed by supervisor;
Regularly cleans the inside and outside of the office vehicle.
Checks oil, water, brake and clutch fluid on a daily basis; tire pressures, battery, water, and overall vehicle condition on a daily and monthly basis.
Responsible for program vehicle documents and its care, keeps vehicle logbook register and update on a daily basis. Calculates the petrol, oil, and lubricant use on a monthly basis;
Reports the need for maintenance and undertakes minor repairs;
Immediately reports any involvement of the program vehicle in any, even minor accidents, or any damage or theft of equipment from the vehicle;
Uses all available information (incl. actual radio news on traffic situations) to update knowledge of street conditions, security, effective routes and locations;
Exchanges this information with other office drivers;
Make sure that the vehicles are used for official tasks only. Any misuse of vehicles will accrue to disciplinary actions including dismissal;
Responsible for the day-to-day maintenance of the assigned vehicle including checking the oil, water, fuel battery, brakes, tires, windscreen washer, lights etc. on daily basis.
Will be responsible for performing minor repairs and arranging for other repairs with contracted workshop;
Make sure that every morning the vehicle is clean and ready for use.
Responsible for ensuring WEERDP vehicle carries logbooks (both fuel and journey description), ensure logbooks are properly maintained/completed, and ensure that it is signed off by the passenger or while picking and dropping to the final dictation staff. Log official trips, daily mileage, fuel consumption, etc.
Ensure that all necessary legal documentation and permits (both for vehicle and driver) are available while travelling inside or outside the city.
Should be familiar with the traffic rules and regulation of Afghanistan and should take care of the traffic sign while travelling inside or outside the city,
Ensure that the vehicle is fully equipped with essential emergency equipment while travelling inside or outside the city including first aid kit, towrope, torch, spare fuel can (metal), water, toolbox, shovel, compass, chain etc
Should be able to drive different types of vehicles e.g. pickup, land cruiser etc.
Should park the vehicles in holidays, night and day at the WEERDP Premises or MRRD premises guided by the supervisor.
Should be able to work late and if required on holidays.
Any other related tasks assigned by supervisor.

Knowledge/Experience
3 years of working experience as a driver one year in an office environment is preferable.
No history of major accidents;
No criminal history and should be able to get the proof of police department
Ability to get along well with others.
Ability to behave well with supervisor and office staff
Honest and Punctual
Qualifications
Baccalaureate degree from school /educational institute or professional institute is prefer.
Good command on speaking Pashtu and Dari;
Abilities
Possession of a valid driver’s license
Language skills

Familiarity with the related routes;

Reporting Relationships
Reports to Administration/Regional Manager, and accountable to WEERDP Senior Management.
