About Deputy Minister for Program/MRRD:

The Mission of the Ministry of Rural Rehabilitation and Development (MRRD) is to ensure the social, economic and political welfare of rural society, especially poor and vulnerable people, through the provision of basic services, strengthening local governance, and promoting sustainable livelihoods,

MRRD is responsible for rural empowerment and poverty reduction programs through and effective and affordable social protection policy. The achieve this, MRRD develop and executes effective policies, strategies and programs, undertakes resources, mobilization , monitoring evaluation, research and advocacy and supports coordination and information sharing efforts among the stakeholders.

MRRD Currently leads different programs Citizens Charter Afghanistan Project (CCAP), National Rural Access Program (NRAP), Rural Water Supply, Sanitation & Irrigation Program (Ru-WatSIP), Women Economic Empowerment Program (WEE-RDP), Afghanistan Sustainable Energy for Rural Development (ASERD) and Regional Program (RP)

Job Description:

Duties and Responsibilities:

Support the Deputy Minister for Programs with strategic and policy advice in pursuit of the objectives of MRRD and in fulfilment of the objectives of the various programs and projects for which the Deputy Minister is responsible,
Draft, revise or comment on strategic, policy, program and project documents, including those produced by other Government departments and agencies, donors, and civil society organisations, in support to Deputy Minister for Programs
Support the development of the next MRRD Strategic Intent and inform this process with a review of progress and achievements against the outcomes from the last Strategic Intent.
In collaboration with the Donors and participating programs, review and approves monthly and quarterly work plans for implementation of programs
Provide  Donors with programs progress as requested and consolidated the semi-annual progress reports
Provide MRRD leadership and other stakeholders with timely information on the status of programs and projects, including progress against agreed plans, target out puts, and outcome
Participate in periodic reviews of MRRD programs policies, strategies, and objectives.
Organize regular coordination meetings among MRRD programs and/or departments and follow up on decision making and compliance.
Assist assigned programs and MRRD MIS to provide accurate and timely information for programs management, assist and collecting data and producing regular and ad-hoc internal and external reports.
Support and/or participate in development of new programs for the MRRD
Assist in the coordination and dissemination of rural development policies, strategies and guidelines around current and foreseen strategic priorities, including sectors that are important to MRRD.
Advise the Office of the Deputy Minister for Programs to initiate proactive donor engagement and for briefing donors on the progress of the programs in MRRD and to prepare project proposals for potential new donors and potential new grants.
Attend and report on internal and external meetings, conferences review missions, and provincial visits.
Draft and revise briefings, background documents, talking points, speeches and other communications.

Job Requirements:

Qualifications/ Experience, Skills & Abilities Required:

Master degree in economics, international development, Business Administration, Project Management or relevant discipline with minimum of 5 years’ experience in coordination and other related fields and 3 years of experience in an international development field or having bachelor degree with 7 years relevant experience.
Ability to establish and maintain effective working relationships with all related stakeholders
Understanding of the Afghan Government structure, and local governance policies
Understanding of the MRRD's mandate, operations, departments and programs
Ability and willingness to travel all over Afghanistan and abroad as required for work
Leadership, communication and team work skills
Excellent written and oral skills in English, Dari and Pashtu
Facilitate and/or participate in events, seminars and ad-hoc working groups

Reporting to:

The Program Coordination Advisor will report directly to the Deputy Minister, Programs (DMP).
