About RPCO/MRRD:

The Ministry of Rural Rehabilitation and Development (MRRD) within the Agriculture and Rural Development (ARD) Sector Strategy, contributes to the reduction of poverty through the establishment of good local governance, access to rural infrastructure, economic regeneration and the provision of a nationwide disaster and emergency preparedness system. This strategy, however, directly contributes to the achievement of Afghanistan’s Millennium Development Goals.

Regional Programs Coordination Office (CO) was established in 2007 as a platform for increasing demand for rural development of various diversified activities which created a base for all basic infrastructure amenities emergency activities and community based small scale irrigation rehabilitation and development. CO is established as a platform for various diversified activities where all other programs in the Ministry are limited in their scope or mandate. Usually CO fulfill the needs of communities on request basis.

Under the portfolio of the Regional Programs Coordination Office, the Northern Flood-Damaged Infrastructure Emergency Rehabilitation Project focuses on emergency rehabilitation of the local infrastructures (rural roads, bridges and small scale irrigation) destroyed or damaged by the flood in 1393. The project will be implemented by MRRD and the Funding is provided by the Asian Development Bank (ADB).

The Ministry of Rural Rehabilitation and Development has been appointed as the Executing Agency for the project. A central management unit (PMU) based at MRRD headquarters in Kabul will be actually responsible for the implementation, working closely with the provincial departments of rural rehabilitation and development (DRRDs) and the community development councils (CDCs)

Job Description:

Duties & Responsibilities:

Execute survey, design, drawing, estimation and other necessary works for civil and overall Irrigation engineering infrastructure development such as Intake, irrigation canal, Kariz, and other related structure .......etc.

He/she will be take parts for the coordination in the office for check design, estimation technical documents of projects and also on site observe construction procedures to make sure the construction/rehabilitation of irrigation infrastructure is according to the engineering standards and local conditions specific climate affecting irrigation requirements.

Take part for preparing guidelines for all technical activities both in the office and on the site.

Assist in record keeping and generating progress reports.

Help in preparation of tender documents, and contracts.

Investigate proposed locations of structures (flow control gates, turnout, flow measurement weirs, etc.) and prepare initial designs in coordination with technical team.

Assist in data collection and specific site selection.

Visit project site to ensure the work is on track and according to the design.

Assist the Consultants as directed by the Project Director.

Other duties as assigned by the Project Direct

Job Requirements:

Required Education degree/ Experience

Bachelor degree with 5 years’ experience in Water Resources Engineering / Irrigation engineering/ Civil engineering with focus on design and construction/rehabilitation of irrigation infrastructure (design of canal, water control gates, flow measurement structure, siphons, culverts, construction of flood control levees, check dams etc). Preference would be given to the candidates having extensive experience in similar regions. Major achievements in career may substitute for long experience and educational requirements

Skills & Abilities Required:

Excellent AutoCAD, Civil 3D, Water CAD, and STAAD Foundation skills

Must be efficient in completion of the assigned tasks on time in the office/sites.

Reasonable capability to read write and speak English, organization skills, desire to learn, and basic computer literacy
