About IFAD/RPCO/MRRD:
The Regional Programs Coordination Office (RPCO) was established in the MRRD compound in 2007 as one of the largest rural support program in terms of scope and coverage area, working across the county. The demand for rural development motivated the program management to operate in several sectors that created a stage for diversified activities, whereas all other national programs of the ministry are engaged in their specific sectors. In addition, the Program responds to expressed needs of the rural people, who require various basic services (community based infrastructures) which no other single rural development program has addressed so far. The program development efforts are focused on helping the poor in dealing with many of the risks they face in their lives  – such as unemployment, low house hold income, low agriculture production, poor irrigation systems, lack of accessibility to market, lack of education and health facilities, lack community based disaster risk reduction infrastructures and insufficient potable water.

Under the portfolio of the Regional Programs Coordination Office, a MoU is signed between Ministry of Rural Rehabilitation and Development (MRRD) and Ministry of Agriculture Irrigation and Livestock (MAIL) in October 2018 to implement the project in seven provinces (Kabul, Parwan, Logar, Baghlan, Balkh, Nangrahar and Herat) in 4 Sectors (flood affected and rainfall harvesting structures, roads for community access, drainage and sanitation, and water supply) till December 2020. This project is financed by International Fund for Agriculture and Development (IFAD). 
Job Description:
Duties & Responsibilities
Prepares GIS/MIS databases, maps, database reports and specialized queries in support of various projects
Perform GIS analysis, modeling and reporting to support decision making.
Develop geo-databases and produce hardcopy outputs to support the projects and other GIS activities.
Process satellite images and produce hardcopies of the images.
Perform spatial data management and acquisition, and train local staff in the collection and management of data as needed. Monitor quality control of the database through regular audits to ensure data quality, accuracy, consistency and completeness.
Ensure that the database complies with all appropriate standards.
Review data and ensure for accuracy, consistency and integrity.
Apply data validation, verification and ensure quality data are within the systems.
Participate in drawing up the Annual Strategic Implementation Plan (ASIP) and the Annual Monitoring & Evaluation Plan (AMEP).
Creates, upgrades and manages the databases and ensures an accurate link between the GIS and the Database data, cross checks data collected in the field.
Develop and implement GPS collection and data quality procedures.
Provide training to the team on the use of remote sensing in water related issues.
Model the watersheds for hydrologic analysis.
Assist in updating the mapping of social mobilization activities and grant support activities in Local Body (LBs).
Develop shape files of the projects implemented.
Assist the Project team to develop a methodology for data collection.
Assist with the digitizing of all the sub projects located in different provinces.
Mapping of Relevant Stakeholders in Project Areas.
Support any other GIS related activities as required.
Any other task as assigned by the Director/ Deputy Director/ PIU Head.

Job Requirements:
Qualifications/ Experience:
Bachelor degree in remote sensing, geo-sciences GIS, water resources and environmental engineering (Master degree will be preferred), with 5 years experiences in the related field.
Must be self-starter and proactive with excellent demonstrated teamwork skills;
Excellent in English (listening, reading, writing, and speaking) required; Fluency in written and spoken Dari/Pashto.

Skills & Abilities Required:
Experience in digital drafting, geographic information system design, implementation and management.
Extensive proficiency with ESRI suite of software products, specifically Python Scripting for ArcGIS (ArcPy), ArcGIS, Arc Online, and Model Building.
Experience with Microsoft Office products and Adobe Suite.
Experience with RDBMS and GPS data collection.
Proficiency with Internet/Intranet based GIS Solutions.
Experience interpreting legal descriptions and familiarity with the Public Land Survey System.
Ability to use computers and have the knowledge of GIS, MS Office and Auto CAD, water CAD etc.
