About WEE-RDP/MRRD:

The Government of Afghanistan (GoIRA) launched the Women’s Economic Empowerment National Priority Program (WEE-NPP) on March 8th, 2017. The WEE-NPP forms the third pillar of the GoIRA’s Gender Strategy which is encompassed in the broader Afghanistan National Peace and Development Framework (ANPDF) – the country’s five-year development plan. The WEE-NPP aims to build poor women’s capacity to strengthen the economy of their households, communities, and the entire nation. It is structured as an umbrella program (rather than a stand-alone project/operation) that would operate through over a dozen line ministries (through ongoing or pipeline projects) and coordinated through a Program Coordination Office (PCO) in the Ministry of Labor, Social Affairs, Martyrs and Disabled (MOLSAMD).

The Mission of the Ministry of Rural Rehabilitation and Development (MRRD) is implementing the Women Economic Empowerment Program (WEE-RDP) to ensure the social, economic, and political well-beings of rural society, especially with the poor and vulnerable people, through the provision of basic services, strengthening local governance, and promoting sustainable livelihoods. MRRD accomplishes this mission through donor funded national programs (Citizen Charter, Sustainable Economy Growth and the Boarders Sustainable Development) defined as the MRRD pillars.

Women Economic Empowerment-Rural Development Project (WEE-RDP) is a flagship national initiative of the GoIRA and part of the Sustainable Economy Growth pillar of MRRD, which intends to increase social and economic empowerment of rural poor women in selected communities during a five year project. It would work in 5000 villages in all 34 provinces across Afghanistan in close collaboration with Citizen Charter (CC) and assuring convergence with other MRRD projects, NHLP project of MAIL, Access to Finance project (TUP) of World Bank, etc. The project will work closely work with Micro Finance Institutions (MFIs) and other stakeholders from financial sector to promote access to finance in selected rural areas.

Job summary:

Finance Officer under director supervision and instructions of Program Finance Manager will assist in all financial management of the Program under direct supervision of Finance manager of the Program. The responsibilities of Sr. Finance Officer includes, 1) prepare allotments, 2) process payments and salaries, 3) reconciliation of project accounts, 4) Petty Cash Management and other duties assigned by the immediate manager.

Description of Duties:

The incumbent shall check all documents to make sure the eligibility of documents for allotments and Payment request before processing allotment/M16

In case of load of work the Sr. Finance Officer will provide support to Finance officer in preparing and processing M16 (Payment Request) to each received allotments using FMIS.

The Sr. Finance Officer is responsible for the reconciliation of the project bank account with bank book on monthly/quarterly basis.

Check and control the monthly attendance report submitted by HRD with the previous month payroll processed to make sure that bank account information is correct.

Make sure that the allotment is received for all staff in order to process the payroll

Maintain payroll records and files.

Make sure that all the staff has the active bank account information before the payroll is processed.

The adjustment in the attendance report is included in the main payroll sheet.

Make sure the tax (daily and monthly basis contracts) for the regular payment and adjustment is calculated correctly and reflected in the payroll sheet.

Coordinate all payroll related issues with the HRD unit.

Preparation of the staff monthly payroll based on the HRD attendance report.

Ensure payroll is processed in accurate and compliant and timely manner.

Prepare staff allotment report against the payroll processed.

The incumbent is responsible to reconcile the records of the AFMIS with tracking sheet and database on monthly basis to make sure no error (duplication) exists.

The incumbent is responsible for the management of regional petty cash expenditures and their clearance accordingly.

After all, the Sr. Finance Officer is responsible to prepare M12/SOE to liquidate the MoF outstanding advances with MoF.  

The Sr. Finance Officer is responsible to attend weekly, bi-weekly coordination meeting in the program and represent Finance Directorate on all financial aspect of the program in the absence of Manager.

To ensure on time replenishment of the project account to avoid shortage of fund for project disbursements.

The Incumbent is responsible to support the Manager in compiling the data for reporting purpose.

Any other tasks given by the NRAP Finance Manager and/or Finance Management within the scope his/her responsibility.

Job Requirements:

KNOWLEDGE/EXPERIENCE, QUALIFICATIONS/SKILLS AND ABILITIES REQUIRED

Qualifications/Experience

Bachelor Degree in Business Administration, Finance or Accounting, Project Management related fields with 4 years consecutive work experience with focus Financial Management, Project Management and Operational Activities.
Experience and knowledge of administration activities, budgeting and operational activities.
Demonstrated ability to coordinate the activities of a small, specialized financial management planning, Office Management and information unit.

Skills

Excellent accounting skills
Good skills using accounting software applications;
Excellent computer skills (Word, Excel, Access, Outlook, Internet use).
Full working knowledge of English, and Dari and Pashto languages
Ability to critically review and improve financial management and expenditure monitoring systems to increase accountability;

Abilities

Ability to work in a high pressure environment;
Ability to multi-task and work under pressure;
Ability to work independently and also as an effective team member
Professionalism in appearance and demeanor; and
Willingness to enhance knowledge through training and personal initiative.
