About RPCO/MRRD:

The Mission of the Ministry of Rural Rehabilitation and Development (MRRD) is to ensure the social, economic, and political welfare of rural society, especially poor and vulnerable people, through the provision of basic services, strengthening local governance, and promoting sustainable livelihoods.  MRRD accomplishes this mission through donor funded national programs in the areas of governance, infrastructure and economic growth.

The Regional Programs Coordination Office (RPCO) was established in the MRRD compound in 2007 as one of the largest rural support program in terms of scope and coverage area, working across the county. RPCO created a platform for sustainable community - based participatory irrigation infrastructure rehabilitation and development to increase farmers’ access to irrigation systems. The Goal of RPCO is to reduce poverty through implementation of productive infrastructures in rural communities. The purpose is poverty alleviation - enabling people to break the cycle of poverty, which begins with lack of opportunity, low income, extends to the well-known miseries of economic and nutritional poverty and leads new generations to endure the same conditions.

Job Description:

Duties & Responsibilities:

Active participation in the drafting process of policies and laws.
Assist RPCO Management regarding the legal procedures and practices.
Participate in all legal related meetings and provide technical support in legal affairs to RPCO leadership.
Monitors the implementation of the legal clauses of the project contracts. 
Ability to arrange legal and political speeches to the management of RPCO.
Responsible for tracking and speeding up the internal and external approval process of all legal documents issued by RPCO.
Attend all meetings in Kabul or Provinces pertaining to legal framework and legal issues.
Analyze legal documents and its provisions in relation to government policy.
Attend to applications and petitions pertaining to legal issues at the national and sub-national levels.
Liase with MRRD legal advisory office and take necessary action.
Reveiow and provide advises on water and sanitation policies and strategies in line with water law.
Other tasks as decided by the Project Manager on or (RPCO) leadership.
To conduct legal analysis and research on various legal matters of the client or the organization
To provide advice on different legal issues and assist in drafting legal opinions, memoranda and other briefing documents
To be actively involved in preparing and drafting of different acts and legal submissions and draft the authoritative legal opinions as well
To conduct legal research by utilizing various resources and selecting the relevant material to analyze the legal information
To assist in reviewing the legal material and any other relevant documents and to identify the most important issues that need to be sorted out on a priority basis
To draw up formalities regarding the settlement of disputes and monitor the implementation of the legal clauses

Job Requirements:

Required Education degree/ Experience:

The Legal Advisor should have at least bachelor degree in law or other relevant field and at least 5  years experience in the related field.
Ability to negotiate with construction companies or implementing partners in amendments of contracts and variation order in scope of works to ensure the legal issues/ process are considered.
Must be computer literate and familiar with basic computer software including MS Office.
Must be able to communicate well in Pashto, Dari and English.
Ability to evaluate the competencies of the contractors, and their qualifications.

 

Reporting line:

The  Legal Advisor will report to Program Director/ Deputy Director.
