About WEE-RDP/MRRD:
The Government of Afghanistan (GoIRA) launched the Women’s Economic Empowerment National Priority Program (WEE-NPP) on March 8th, 2017. The WEE-NPP forms the third pillar of the GoIRA’s Gender Strategy which is encompassed in the broader Afghanistan National Peace and Development Framework (ANPDF) – the country’s five-year development plan. The WEE-NPP aims to build poor women’s capacity to strengthen the economy of their households, communities, and the entire nation. It is structured as an umbrella program (rather than a stand-alone project/operation) that would operate through over a dozen line ministries (through ongoing or pipeline projects) and coordinated through a Program Coordination Office (PCO) in the Ministry of Labor, Social Affairs, Martyrs and Disabled (MOLSAMD).
The Mission of the Ministry of Rural Rehabilitation and Development (MRRD) is implementing the Women Economic Empowerment Program (WEE-RDP) to ensure the social, economic, and political well-beings of rural society, especially with the poor and vulnerable people, through the provision of basic services, strengthening local governance, and promoting sustainable livelihoods. MRRD accomplishes this mission through donor funded national programs (Citizen Charter, Sustainable Economy Growth and the Boarders Sustainable Development) defined as the MRRD pillars.
Women Economic Empowerment-Rural Development Project (WEE-RDP) is a flagship national initiative of the GoIRA and part of the Sustainable Economy Growth pillar of MRRD, which intends to increase social and economic empowerment of rural poor women in selected communities during a five year project. It would work in 5000 villages in all 34 provinces across Afghanistan in close collaboration with Citizen Charter (CC) and assuring convergence with other MRRD projects, NHLP project of MAIL, Access to Finance project (TUP) of World Bank, etc. The project will work closely work with Micro Finance Institutions (MFIs) and other stakeholders from financial sector to promote access to finance in selected rural areas.
SUMMARY OF DUTIES
The District Coordinator (DC) will be based at the district and shall manage all activities of the WEE-RDP Project initiative at the district, which includes: i) representation and leadership; ii) manage the implementation of project activities focused in the district.

DUTIES AND RESPONSIBILITIES
District Coordinator will be responsible for overall in charge for conducting all programs in the district, which includes (but not limited to) representation, management, needs assessment, monitoring, logistics, finance and administration. S/He manages her/his team to achieve the program objectives according to WEE-RDP development objectives. The district coordinator will;
Plan, manage, and coordinate the implementation of the WEE-RDP Project the target district in coordination with the Regional Office to ensure that the activities are delivered as planned;
Work in close coordination with Community Institutions Development, Access to Finance and Technical Assistance divisions for proper implementation of the planned activities.
Plan, manage and monitor day-to-day activities and performance of district WEE-RDP staff including: the Social Organizers, Village Facilitators, Business Development Support Officer (BDSO), and if other staff include in the team also;
Ensure effective coordination and representation to, and with, the provincial PRRD office, provincial and district governors, the CC facilitating partner, institutions and NGOs, and all other relevant stakeholders.
Manage the district team and make sure that the team respect the project/program guidelines;
Prepare weekly and monthly project reports for the Project/s and others as required by the PMO;
Mentoring and handholding of all relevant project (CMID, A2F, SME, SG and VSLA) staff in assessments, designing, implementation and monitoring & evaluation
Contribute and facilitate in the recruitment process if and any required, anticipate and plan human resources requirement;
Ensure presence of field staff in the communities;
Organize and help to solve team conflicts and make sure working condition are as good as possible;
Assist in the identification and solution of key points related with the implementation of the project activities.
Liaise with other relevant projects’ teams such as regional coordinators of NHLP.
Other duties as assigned by the Regional Manager and the Senior Management Team of WEE-RDP.
Job Requirements:
KNOWLEDGE/EXPERIENCE, QUALIFICATIONS/SKILLS AND ABILITIES REQUIRED
Knowledge/Experience
4 years of experience in managing Self-help Groups or and Community Groups as tools or means for economic empowerment Projects/Programs or and similar activities in Afghanistan out of which 2 years general management at field level development project implementation including managing programs staff and 2 years in managing field office of a GoA institution, an NGO, or a development agency in Afghanistan;
Qualifications/Skills
Minimum a Bachelor Degree from any recognized University in Social Science, Agriculture, Management, Business Administration (major in Marketing or in Business Development);
Excellent in English (listening, reading, writing, and speaking) required;
Fluency in written and spoken Dari/Pashto;
Experience in training, capacity building, system set-ups follow-up and monitoring and administrative management will be an advantage.

Ability to build and sustain effective work relationships with a diverse range of clients, partners, peers and subordinates to achieve common goals;
Ability to multi-task, be flexible, and effectively lead a team in a high pressure working environment;
Professionalism in appearance and demeanor;
Willingness to enhance knowledge through training and personal initiative;
Willingness and ability to travel in rural areas of Afghanistan.
