About Ru-WatSIP/MRRD:
The national WASH policy 2010 has kept the implementation strategy for hygiene and sanitation very flexible which means the implementation approach could be chosen based on its success stories and good result in the past in the country. One of the new approaches which have proven to be successful in achieving the indicators is the Community Led Total Sanitation (CLTS). RuWatSIP based on the success stories and witnesses on the ground has decided to use this approach as a tool for implementation of hygiene and sanitation program. The CLTS facilitator is the grass root level implementer and liaising person with the villagers who can accomplish and achieve the target or bring failures to the project.
Among the others UNICEF, is one of the main donors for MRRD provided support for implementation of Water Supply and Environmental Sanitation (WES) projects in schools and Health Care Facilities (HCF) alongside with assistance in capacity building within MRRD and for the sector.
Summary of Duties
For ensuring the objectives set in the project document are being achieved through the planned activities in provinces, there is need for hiring Regional Manager. The incumbents will be employed in Nangarhar and Kandahar provinces and will be overseeing the East and South Zones WASH projects.
Job Description:
Duties & Responsibilities:
Manage and develop the Regional office.
Evaluate and supervise subordinate employees in the regional provinces.
Act as focal point of RuWatSIP with CDCs, CCs, PRRDs and other local authorities.
Ensure all the projects’ related data are entered in the Ru-WatSIP MIS system.
Receive, review and compile the bi-weekly, monthly, quarterly reports from the zone provinces and timely submit to the project management team.
Plan biweekly/monthly supervision and monitoring of Zone projects and ensure the implantation of supervision and monitoring of the projects according to the plan.
Planning, evaluating and optimizing operations (Rental cars, rental office, equipment and stationary, etc., if any) to be efficient and cost effective.
Ensure all the projects contracts are prepared based on MRRDs policy, guidelines and CDC by-law.
Cooperate and support subordinate colleagues in all official affairs in the zone level and coordinate with other Ru-WatSIP units.
In close coordination with Ru- WATSIP, assist the technical staff of provincial RRDs undertaking technical assessment, survey and design of Irrigation and water supply projects.
Based on need, planning of training program in different aspects of the designs and survey of Irrigation and water supply and sanitation both for contracted staff and civil servants.
Provide orientation and guides to the community members for sustainability of the services.
Provide survey plan and ensure the implementation of plan.
Provide feasibility study for Irrigation, water supply and sanitation projects.
Distinguish and Mapping out of the water supply technology options in the targeted areas of responsibility
Perform survey and prepare design and technical specifications for Irrigation and Water supply projects and supervise activities of contractors on construction sites ( Canal , Intake , Irrigation structure gravity and pressure line, distribution network, solar fed-water supply networks, wells, pumping station, Irrigation water reservoirs and other hydro-technical structures (Karez , protection Wall , River training structure )
Prepare Civil engineering designs based on the recognized standards, relating to new/upgrades Irrigation and water supply RCC structures.
Produce engineering studies and cost estimates for option analysis.
Prepare detailed designs, calculations, and scope of works, specifications, bills of quantities and drawings for contract work packages.
Reply to technical bid inquiries and prepare technical bid evaluations.
Supervise the contractors to ensure all work is performed in accordance with the plans, specifications and agreement.
Chair and lead meetings related to technical issues and project implementation, prepare minutes and update schedules.
Support the Community Development Councils (CDCs), Implementing Partners (IPs) in resolving the technical and social issues.
Ensure the measurements and tests are done in accordance with the quality control standards and implementation manual of Ru-WATSIP.
Check and review extra work or variations requests and provide recommendation to the programme and department.
Ensure that all designs and technical specifications are shared with engineering unit and their comments and agreements are obtained.
Prepare project design and detail scope of the project in urgent cases.
Guide and supervise junior monitors in preparing monthly survey plans.
Conduct social and economic assessment of the services and provide recommendation to PRRDs and RuWATSIP.
Prepare Monitoring and Evaluation plan in coordinating with RuWatSIP M&E unit and ensure timely implementation of the plan.
Travel and be on the projects site as required.
Perform any other duties assigned by direct supervisor or Ru-WatSIP leadership.
Job Requirements:
Qualifications/ Experience, Skills & Abilities Required:
Bachelor degree in civil and water engineering with 5 years’ experience in the related field, preference will be given for Master’s degree.
Experience in development, data collection and assessment of Irrigation and water supply projects required.
A background in the preparation of mapping for engineering project’s needs.
Minimum 3 years managerial experience and 2 years in survey and design of WASH projects.
Ability to use computers and have the knowledge of GIS, MS Office and Auto CAD, water CAD, water GEM etc.
Having knowledge of project management cycle, supervision and monitoring of the projects.
Experience working with international organizations and NGOs would be an asset.
Ability to work independently and with minimal guidance and lead and guide others.
Ability to supervise other national professional and administrative staff.
Fluent in Dari and Pashto and English.
Familiarity with WASH policy and implementation manual will be required.
Reporting to:
The Regional Manager will report to the Project Management and Ru-WatSIP director.
