About IFAD/RPCO/MRRD:
The Regional Programs Coordination Office (RPCO) was established in the MRRD compound in 2007 as one of the largest rural support program in terms of scope and coverage area, working across the county. The demand for rural development motivated the program management to operate in several sectors that created a stage for diversified activities, whereas all other national programs of the ministry are engaged in their specific sectors. In addition, the Program responds to expressed needs of the rural people, who require various basic services (community-based infrastructures) which no other single rural development program has addressed so far. The program development efforts are focused on helping the poor in dealing with many of the risks they face in their lives – such as unemployment, low house hold income, low agriculture production, poor irrigation systems, lack of accessibility to market, lack of education and health facilities, , lack community based disaster risk reduction infrastructures and insufficient potable water.
Under the portfolio of the Regional Programs Coordination Office, a MoU is signed between Ministry of Rural Rehabilitation and Development (MRRD) and Ministry of Agriculture Irrigation and Livestock (MAIL) in October 2018 to implement the project in seven provinces (Kabul, Parwan, Logar, Baghlan, Balkh, Nangrahar and Herat) in 4 Sectors (flood affected and rainfall harvesting structures, roads for community access, drainage and sanitation, and water supply) till December 2020. This project is financed by International Fund for Agriculture and Development (IFAD).
Job Description:
Duties and Responsibilities:
The incumbent will undertake the following responsibilities under the direct supervision of the Program Director/Project Manager;
Processing all payments through cash flow and monthly bank reconciliation.
Managing payroll, preparing monthly payroll and print wage statements for distribution to staff.
Contributions to the development and maintenance of financial systems and processes.
Processing Allotment, Payments, Venders, Transfers and etc, in the Ministry of Finance.
Entering Budget, Payments, Allotments, Venders and Amendments in the AFMIS.
Generating Financial Reports from AFMIS and sharing it with top management.
Solving technical issues among Agriculture Sector and AFMIS team of MOF and MRRD Finance Department.
Ensuring that all transactions with the Ministry of Finance including, but not limited to, allotments, expenditures and revenues are reconciled with MoF at least on a monthly basis.
Ensuring financial accounts and procedures for the implementation of project are maintained properly and in timely manner.
Generating reports about the program’s pipeline status with MoF using the updated tracking sheet
Updating a separate bank book using the tracking sheet and an SDU report from MoF
Generating monthly, quarterly and yearly financial disbursement reports from the bank book for the donors
Generating separate financial reports for IFAD each quarter from the bank book and petty cash data.
Making sure that the special bank account for the project has enough balance by making separate applications for IFAD so that the donor can replenish our account on time
Prepare monthly and annual financial reports and control budgets and report on any variations
Working with partners to ensure that all past and future expenditures are correctly debited to the project various relevant accounts and prepare a full reconciliation against work plan’s and budget.
Maintaining statistics and ensuring availability of funds in accordance to project payment schedule and stepping to timely replenishment of designated accounts for various projects are maintained.
Alert the leadership on any shortfall, overspent and inappropriate execution rate.
Update all Stakeholders with required financial information within line of authorization.
Review all financial reports against expected outputs based on the agreed work plan, and correlating financial reports with program progress reports.
Perform day-to-day administrative tasks including preparing letters and documents, receive and sort mail and deliveries, schedule appointments.
Administer the office ordering and maintaining office supplies, maintenance of office equipment.
Job Requirements:
Required Qualifications, Experience & Skills according to (NTA):
Bachelor’s Degree in Finance, Accounting, and Economics or in any other related field.
Four years relevant professional experience in a financial management position working with NGOs, Ministries, international organizations or private firms. Experiences with World Bank, ADB, and IFAD will be considered plus points.
Familiarity with Ministry of Finance financial management procedures and rules.
Excellent communication skills in local Dari and Pashto languages as well as in English
Excellent computer skills (Word, Excel, etc.)
Demonstrated strong writing skills
Good communication skills: demonstrating openness in sharing information and keeping people informed
Demonstrated interpersonal skills including diplomacy, tact, and the ability to negotiate and influence; Facilitation, consulting, and/or training skills highly desirable
Ability to set priorities and manage time effectively
Ability to work both independently and as an effective team member

Reporting line:
