About RPCO/MRRD:
The Mission of the Ministry of Rural Rehabilitation and Development (MRRD) is to ensure the social, economic, and political welfare of rural society, especially poor and vulnerable people, through the provision of basic services, strengthening local governance, and promoting sustainable livelihoods. MRRD accomplishes this mission through donor funded national programs in the areas of governance, infrastructure and economic growth.
The Regional Programs Coordination Office (RPCO) was established in the MRRD compound in 2007 as one of the largest rural support program in terms of scope and coverage area, working across the county. RPCO created a platform for sustainable community - based participatory irrigation infrastructure rehabilitation and development to increase farmers’ access to irrigation systems. The Goal of RPCO is to reduce poverty through implementation of productive infrastructures in rural communities. The purpose is poverty alleviation - enabling people to break the cycle of poverty, which begins with lack of opportunity, low income, extends to the well-known miseries of economic and nutritional poverty and leads new generations to endure the same conditions.
Job Description:
Duties & Responsibilities:
Under the supervision of the Head of Engineering Section the Supervision Engineer will supervise the implementation of all civil works carried out by RPCO in order to be in accordance with design documents technical specification and QA/QC manual. He/ She will prepare relevant reports and would take additional relevant responsibilities as proposed by the Head of Engineering Section and/or Senior Design and Supervision Engineer or RPCO management.
Ensure all civil works carried out by the contractors are in compliance with design drawings specifications QA/QC and environmental & safety requirements of Program.
Ensure that the civil works are carried out in compliance with the environmental and social safeguards policies and requirements of program.
Oversee the construction submittal process including materials and plans
Take part in solving on-site problems between Contractor and Community.
Review check and certify laboratory test results variation orders and bill of quantities.
Use site journal and recording his/her observation and comments on project.
Check invoices prepared by the contractors and ensure their timely submission.
Prepare project punch list & variation documents.
Ensure reporting of accurate percentage of work completed.
Ensure that timely and accurate progress reports invoices variations orders site orders are prepared and submitted by the contractors.
Prepare site inspection reports & measurement books.
Assist Sr. Design & Supervision Engineer in field of preparation of specific reports plans estimations and other technical issues as and when required.
Other duties assigned by his/her supervisor & RPCO management.
Job Requirements:
Required Education degree/ Experience:
Qualifications/ Experience, Skills & Abilities Required:
Having Bachelor degree in Engineering.
Experience 4 Years in development, data collection and assessment of construction project required.
A background in the preparation of mapping for engineering project’s needs.
At least minimum of Four years’ experience in the field of survey, design and water supply Engineering.
Fluency in the English language is preferred.
Ability to use computers and have the knowledge of GIS, MS Office and Auto CAD, water CAD etc. and ability to use modern survey instruments.
Familiar with the project management cycle, supervision and monitoring of the works.
Ability to work independently and with minimal guidance and lead and guide others
Fluent in Dari and Pashto.
