The Regional Programs Coordination Office (RPCO) was established in the MRRD compound in 2007 as one of the largest rural support program in terms of scope and coverage area, working across the county. The demand for rural development motivated the program management to operate in several sectors that created a stage for diversified activities, whereas all other national programs of the ministry are engaged in their specific sectors. In addition, the Program responds to expressed needs of the rural people, who require various basic services (community-based infrastructures) which no other single rural development program has addressed so far. The program development efforts are focused on helping the poor in dealing with many of the risks they face in their lives  – such as unemployment, low house hold income, low agriculture production, poor irrigation systems, lack of accessibility to market, lack of education and health facilities, , lack community based disaster risk reduction infrastructures and insufficient potable water.

Under the portfolio of the Regional Programs Coordination Office, a MoU is signed between Ministry of Rural Rehabilitation and Development (MRRD) and Ministry of Agriculture Irrigation and Livestock (MAIL) in October 2018 to implement the project in seven provinces (Kabul, Parwan, Logar, Baghlan, Balkh, Nangrahar and Herat) in 4 Sectors (flood affected and rainfall harvesting structures, roads for community access, drainage and sanitation, and water supply) till December 2020. This project is financed by International Fund for Agriculture and Development (IFAD).

Job Description:

Duties & Responsibilities

Regular project Progress follow up with the provincial staff to make sure for the quality and accuracy of the activities done at the field level.
Work with program, Finance, admin, HR, quality control, and procurement to speed up the administrative process.
Keep the track of budget and will also updates the project budget tracking sheet as he/she processes the projects’ instalments.
Establish and maintain the MIS system of the project by working closely with M&E and MIS team.
Generating report from the system to the program management body and any other relevant units and stakeholders.
He/she will coordinate provincial missions to provincial office staff with Administration team.
Assist in provision of timely information to MRRD leadership and other stakeholders regarding status of the program activities.
Coordination of program activities with finance, program, M&E , provincial offices and top management.
Assist in organizing of coordination meetings among representatives of MRRD, donors, development agencies, government ministries and other stakeholders and follow up on decision making and actions to be taken.
Taking the minutes of the meeting arranged within the program level.
Maintain and record keeping of all program related incoming and outgoing letters and correspondences.
Make sure the documentation of the project operations are in accordance with IFAD and Government law.
Proper documentation and filling of project documents to be available on time for audit or other requirements.
Maintain a good coordination and communication with all provincial offices.
Other duties and responsibilities as assigned by the Project Manager/Deputy Director/Director.

Job Requirements:

Qualifications/ Experience, Skills & Abilities Required:

Bachelor Degree with 5 year experience in Management, economics, accounting, social studies, Agriculture and Environmental sciences, and any other relevant subjects. Master degree holder will be preferred.
3 years of experience in related field;
2 years of experience in developmental projects and programs;
Having Good report writing skills.
English language in both writing and speaking required.
Excellent communication skills, excellent Pashto/Dari & good English. (Written Skill/ reading/ spoken)
Computer knowledge, (Windows, MS Office, Internet)
Demonstrated interpersonal skills.
Willing and ability to travel to the field.
Ability to set priorities and manage time effectively
Ability to work both independently and as an effective team member
Ability to write in a clear and concise manner and to communicate orally & effectively
Familiarity with Rural development Programs

Reporting relationship

Reports directly to IFAD Project Manager/Deputy Director/Director
