About RPCO/MRRD:

The Regional Programs (RP) was established in the MRRD compound in 2007 as one of the largest rural support program in terms of scope and coverage area, working across the county. The demand for rural development motivated the program management to operate in several sectors that created a stage for diversified activities, whereas all other national programs of the ministry are engaged in their specific sectors. In addition, the Program responds to expressed needs of the rural people, who require various basic services (community based infrastructures) which no other single rural development program has addressed so far. The program development efforts are focused on helping the poor in dealing with many of the risks they face in their lives  – such as unemployment, low house hold income, low agriculture production, poor irrigation systems, lack of accessibility to market, lack of education and health facilities, lack community based disaster risk reduction infrastructures and insufficient potable water.

Under the portfolio of the Regional Programs the Arghandab Integrated Water Resources Development Project (AIWDP) funded by Asian Development Bank (ADB) will improve the availability and use of water resources for irrigated agriculture in the Arghandab River Basin and the Kandahar region. The project comprises 5 outputs: (i) Dahla dam capacity increased; (ii) reliability of irrigation water supply increased; (iii) climate resilient and productive irrigation technologies and practices introduced; (iv) post-farm value chains developed; and (v) capacity in water resource management and use strengthened. AIWDP is a joint project between Ministry of Rural Rehabilitation and Development (MRRD), Ministry of Agriculture and Livestock (MAIL) and Ministry of Energy and Water (MEW). MRRD will contribute to outputs 1 and 2.

Job Description:

Duties & Responsibilities

Manages day-to-day operation activity of ADB project to ensure the strategic direction of operations.
Financial resources management and supervision of the Finance team, Human Resources Management and supervision of the HR team, efficient procurement and logistical services and supervision of the Procurement and Administration teams.
Information and communication management and supervision of ICT team and common services organization and management.
 Preparing of Standard Operating Procedures (SOPs) in Finance, Human Resources Management, Procurement, Administration and ICT services.
Constant monitoring and analysis of the operating environment, timely readjustment of the operations, advice on legal considerations and risk assessment.
Ensure the sound management of financial, accounting, operations and realization of the Program outputs through activities, in compliance with ADB and Government Financial Rules and Regulations.
Support effective cooperation and coordination with all Program implementation team for the successful delivery of the program activities such as staffing, financial, procurement, planning, administrative and monitoring matters;
Ensure that adequate systems are in place to gather data and information for project monitoring and that systematic monitoring of project progress against targets is undertaken, including regular field trips for monitoring purposes.
Assist and contribute to the facilitation of knowledge building and knowledge sharing in the project team and ensure proper capacity building and training activities are scheduled for all staff of the programme for building up capacities within the program level.
Ensure proper asset management system is in place at the program level for proper recording, maintaining and updating the inventory list of the program by the administration team of the program.
Ensure the adherence to and implementation of the procurement plan in all its components, while ensuring efficient utilization of resources in accordance with ADB and Government of Afghanistan rules and policies.
In close collaboration with Finance/Procurement, ensure efficient procurement and administrative services and ensure timely mobilization of goods and services to program staff in a timely manner.
In close collaboration with finance ensure timely preparation and submission of withdrawal applications and ensure adequate funds in project designated account.
Working closely with audit firm to conduct on time audit and submission of audit report to ADB.
Supervision and management of Kandahar PIU.

Job Requirements:

Qualifications/ Experience, Skills & Abilities Required:

University Degree of business administration. Preference will be given to Masters (MBA)

At least 5 years of consecutive experience with Masters and 7 years with Bachelors with focus on Financial management, Administration, Human resource, procurement, planning, monitoring, reporting, team coordination in government and international development organization;
Having specific 3 years of related experience in ADB and WB projects;
Familiar with all procedure (Financial, procurement, environmental) of ADB,
Managerial experience including experience in leading multi-cultural teams;
Having Good report writing skills.
English language in both writing and speaking required.
Excellent communication skills, excellent Pashto/Dari & good English. (Written Skill/ reading/ spoken)
Computer knowledge, (Windows, MS Office, Internet)
Demonstrated interpersonal skills.
Willing and ability to travel to the field.
Ability to set priorities and manage time effectively
Ability to work both independently and as an effective team member
Ability to write in a clear and concise manner and to communicate orally & effectively
Familiarity with Rural development Programs
