About RPCO/MRRD:
The Regional Programs Coordination Office (RPCO) was established in the MRRD compound in 2007 as one of the largest rural support program in terms of scope and coverage area, working across the county. The demand for rural development motivated the program management to operate in several sectors that created a stage for diversified activities, whereas all other national programs of the ministry are engaged in their specific sectors. In addition, the Program responds to expressed needs of the rural people, who require various basic services (community based infrastructures) which no other single rural development program has addressed so far. The program development efforts are focused on helping the poor in dealing with many of the risks they face in their lives  – such as unemployment, low house hold income, low agriculture production, poor irrigation systems, lack of accessibility to market, lack of education and health facilities, , lack community based disaster risk reduction infrastructures and insufficient potable water.
Under the portfolio of the Regional Programs Coordination Office, a MoU is signed between Ministry of Rural Rehabilitation and Development (MRRD) and Ministry of Agriculture Irrigation and Livestock (MAIL) in October 2018 to implement the project in seven provinces (Kabul, Parwan, Logar, Baghlan, Balkh, Nangrahar and Herat) in 4 Sectors (flood affected and rainfall harvesting structures, roads for community access, drainage and sanitation, and water supply) till December 2020. This project is financed by International Fund for Agriculture and Development (IFAD). 
Job Description:
Duties & Responsibilities
Identifying main beneficiaries according to project’s selection criteria. (Districts/Villages along the Border).
Work with communities to create basic community profiles that establish number of families, location, type and number of public resources.
Make a prioritized list of all villages based on socio-economic, security etc. indicators
Read, understand and apply the project operational manual in the area of responsibility.
Coordinate with the village communities and the authorities under the level of specified authority.
Report monthly progress to the project in-charge officer according to the format requested by Management.
Must have strong communication skills in local language, sense of identifying, recording and promotion of community indigenous innovations.
Resolves any dispute related to projects interventions.
Keep update data, proper documentation, filling and reporting to immediate supervisor in a timely manner.
Complete all project related planned activities in the scheduled timeframe.
Establishment of new irrigation associations for irrigation schemes.
Arrange meetings, appointments, in regard to field days, and training of CDs, IAs and other beneficiary groups in the area. 
Train community and IAs leaders in recording minutes of meetings between the project staff and among themselves, record keeping, capacity building, other organizational aspects and community development;
Provide clear and technically sound progress reports when requested.
Closely coordinate with related Government departments.
Monitor the Solar project implementation.
Submit consolidated activity reports and required documentation timely as required to the Provincial In charge / District Supervisor.
Provide monthly activity reports of the project and submit it to the Provincial In charge / District Supervisor.
Maintain close links and coordination with communities and local authorities.
Perform any other duties as required or asked to do by the Provincial In charge / District Supervisor.

Job Requirements:
Qualifications/ Experience, Skills & Abilities Required:
Bachelor degree in civil engineering, agriculture, water resources engineering, hydraulic engineering with 3 years related experience or 5 years working experience.
Work experience at grass root level, Community Mobilization and Community Development, Irrigation Association development.
Project, and community driven development is highly preferred.
Computer skill at operator level, especially with MS Office packages.
Fluency in Dari and Pashto, both written and spoken
Familiar with English.
Team worker, analytical, and troubleshooting skills
Familiar with report writing and planning
Ability and willingness to travel to the project sites within Afghanistan.
Honest, proactive and well mannered.
Willingness to travel to rural areas.
Strong interpersonal, intercultural and communication skills.

REPORTING RELATIONSHIPS    
The Community Mobilizer will be reporting directly to the PIU head/ Deputy Director/Director.
