About Ru-WatSIP/MRRD:

The national WASH policy 2010 has kept the implementation strategy for hygiene and sanitation very flexible which means the implementation approach could be chosen based on its success stories and good result in the past in the country. One of the new approaches which have proven to be successful in achieving the indicators is the Community Led Total Sanitation (CLTS). RuWatSIP based on the success stories and witnesses on the ground has decided to use this approach as a tool for implementation of hygiene and sanitation program. The CLTS facilitator is the grass root level implementer and liaising person with the villagers who can accomplish and achieve the target or bring failures to the project.

Among the others UNICEF, is one of the main donors for MRRD provided support for implementation of Water Supply and Environmental Sanitation (WES) projects in schools and Health Care Facilities (HCF) alongside with assistance in capacity building within MRRD and for the sector.

Summary of Duties

For ensuring the objectives set in the project document are being achieved through the planned activities in provinces, there is need for hiring Senior Survey Manager. The incumbent will be employed in Central MRRD and will be overseeing all the provinces.

Job Description:

Duties & Responsibilities:

To manage and lead all survey engineers and prepare monthly survey plans to achieve departmental goals.
Maintain the required quality of the survey for design engineers for final design packages and best quality of work.
Distinguish and analyze of suitable water supply, irrigation sources that should not be disputable, but be sustainable and potable sources.
Oversight surveys conducted by those under supervision and professional review of all work for the purpose of best quality and accurate outputs.

Lead survey engineers in providing technical survey data, including specifying quarries of distance of projects local material with cost of material and verified by PRRDs.

Perform survey, site analysis, using governing codes and standards, engineering formulas, skills, and experience.
Coordinate work with other disciplines including but not limited to engineering section, electrical-quality control and management team.
In close coordination with Ru-WATSIP, assist the technical staff of provincial PRRDs and undertake technical assessment and survey of water supply projects.
Based on need, plan and deliver capacity development trainings in different aspects of the survey of water supply and sanitation both for contracted staff and civil servants.
Provide orientation and guides to the community members for sustainability of the WASH services delivered by Ru-WatSIP if required.
Mapping out of the water supply technology options in the targeted area.
Maintain Coordination and assist with community, RRDs and IPs to ensure participation Process.
Chair and lead meetings related to technical issues and project implementation, prepare minutes and update schedules.
Review extra work or variations order requests and provide recommendation to the programme and department.
Cooperate in Producing engineering studies and cost estimate analysis.

Provide feasibility study, plan, profile and detailed section with projects mapping for water supply, sanitation and irrigation projects.
Lead survey staff in providing preliminary and technical, social and economic surveys for water supply and irrigation projects.
Submit weekly, bi-weekly, monthly and quarterly survey reports on technical progress to Management team and Ru-WatSIP head.
Prepare and develop survey forms including technical, social, environmental and economic as per accepted wash standards.
Perform any other duties requested by Ru-WatSIP head and management team.
Travel to all provinces including remote and mountainous areas.

Job Requirements:

Qualifications/ Experience, Skills & Abilities Required:

Bachelor degree in Engineering specialized in survey with 5 years’ experience in the related field, preference will be given for Master’s degree.
Proficiency in survey instruments (Total station, Theodolite, Level, GPS, Camera etc. and civil/survey software and Auto CAD/ Water CAD software.
Ability to work and communicate with Clients to resolve issues and solve problems.
Experience in development, data collection and assessment of water supply and irrigation projects.
Having background in the preparation of mapping for engineering projects.
At least minimum of 5 years’ experience in the field of survey in WASH projects.
Ability to use computer and have the knowledge of GIS, Map sources, MS Office.
Familiar with the project management cycle, supervision and monitoring of the works.
Ability to work independently and with minimal guidance and lead and guide others.
Fluency in Dari and Pashto and English.
Familiarity with WASH policy and implementation manual will be an asset.

 

Reporting to:       

The Senior Survey Manager will report to Head of Engineering, Project Management and Ru-WatSIP director.
