About WEE-RDP/MRRD:

The Mission of the Ministry of Rural Rehabilitation and Development (MRRD) is to ensure the social, economic, and political welfare of rural society, especially poor and vulnerable people, through the provision of basic services, strengthening local governance, and promoting sustainable livelihoods. MRRD accomplishes this mission through donor funded national programs in the areas of governance, infrastructure and economic growth.

Women Economic Empowerment-Rural Development Program (WEE-RDP) intends to increase social and economic empowerment of rural poor women in selected communities during a five year project. It would work in 5000 villages in 34 provinces across Afghanistan in close collaboration with Citizen Charter (CC) and assuring convergence of other MRRD projects, NHLP project of MAIL, Access to Finance project (TUP) of World Bank, etc. along with close coordination with Micro Finance Institutions (MFIs) and other stakeholders.

The First component of the WEE-RDP, Community Mobilization and Institution Development (CMID) aims to build sustainable community institutions through social and economic mobilization. The formation of sustainable institutions at the community level would build the social capital of women in the rural areas, which will lead to their economic empowerment. The community institutions envisaged under the project are Self-help groups (SHGs), which would be federated into Village Saving and Loan Associations (VSLAs).  

SUMMARY OF RESPONSIBILITIES

The Regional Manager (RM) is based at the Regional Office of WEE-RDP and shall manage all activities of WEE-RDP at the districts relevant to the region, which includes:

i) representation and leadership;

ii) manage the implementation of project activities focused in the region; and,

iii) manage all support activities like administration, finance, human resources management and procurement for operations of the WEE-RDP initiatives.

This is a key position at the Regional Office of WEE-RDP under the Director of Program Operations in the organizational structure of WEE-RDP.  

Job Description:

DUTIES AND RESPONSIBILITIES

Regional Manager will be responsible for overall implementation, management, coordination, presentation, and communication of WEE-RDP in the relevant districts of the region. Thus, the regional manager will also assist planning, budgeting, and the roll-out of the program to the targeted districts of the program in the current and coming years.

The Regional Manager will;

Oversee the work of all four components of WEE-RDP and provide technical and managerial support to all staff and as required to the clients.
Develop annual, quarterly, and monthly work plans for the regions and ensure its implementation.
Ensure timely production of reports as per the need of different clients (donors, FPs,  MRRD, WEE-RDP, Stakeholders, etc.)
Work with WEE-RDP management to continually analyze and refine the delivery of services at all levels.
Plan, manage, and coordinate the implementation of the WEE-RDP in relevant districts of the region in coordination with the PMO in Kabul to ensure that the activities are delivered as planned;
Work in close coordination with Community Mobilization and Institution Development (CMID) Unit, Access to Finance (A2F) Unit and Technical Assistance Unit in Kabul for the successful implementation of the program in the region;
Coordinate with WEE-RDP Facilitating Partners FPs for organizing coordination meetings in every month for sharing and make action plans at partner locations which may be on rotation basis or as per the agreement among the partner organizations.
Ensure effective coordination and representation to, and with, the provincial PRRD office, provincial and district governors,  the CC and WEE-RDP facilitating partner,  GoA institutions and NGOs, and all other relevant stakeholders at the region;
Provide strategic advice on communications and public relations to the WEERDP communication department;
Oversee and lead the process of producing   outreach materials, e.g. brochures, fact sheets, newsletter and case studies, with a lead role in writing texts; and ensure that all communications materials meet the quality requirements of the program in the area;
Manage, supervise and report on the administration, finance, procurement and logistics activities of the WEE-RDP Regional Office as performed by the Administration and Finance officers in coordination with the Program Support Services Office of the PMO in Kabul;
Responsible to constantly assess the security situation in the area of operations and consider the appropriate security measures and response to ensure the safety of WEE-RDP staff, operations, and assets;
Mentoring and handholding of all relevant project (CMID, A2F, TA and other units) staff in assessments, designing, implementation and monitoring & evaluation
Contribute and facilitate in the recruitment process if and any required, anticipate and plan human resources requirement;

Ensure presence of field staff in the communities; 

Job Requirements:

KNOWLEDGE/EXPERIENCE, QUALIFICATIONS/SKILLS AND ABILITIES

Knowledge/Experience

Minimum 5 years of experience in managing women economic empowerment program Self-help Groups or and Community Groups as tools or means for implementing Enterprise Development Projects/Programs or and similar activities in Afghanistan out of which 3 years general management at field level development project implementation including managing programs staff, administration, finance and procurement and 2 years in managing field office of a GoA institution, an NGO, or a development agency in Afghanistan;
Professionalism – an understanding of the management and operations of development organizations in Afghanistan - experience and knowledge of:

budgeting and finance;
procurement;
human resources; and
administration operations - experience and ability to represent an organization to external stakeholders including donors, GoA, and other development agencies - demonstrated ability to apply good judgment in the context of assignments given – extremely high level of discretion;

Planning & Organizing - Ability to plan own work and manage conflicting priorities;
Management – Ability to manage staff and contribute to the skills and capacity building;
Communications - Good communication (spoken and written) skills, including ability to explain and present program support services-related information/requirements and prepare written documents/communications in a clear, concise style;
Technology Awareness - Highly developed computer skills using Word, Excel, PowerPoint and the Internet;
Teamwork - Good interpersonal skills and ability to establish and maintain effective working relations with people in a multi-cultural, multi-ethnic environment with sensitivity and respect for diversity;
Computer Skill - Good computer skill using Word, Excel and Internet.

Qualifications/Skills

Minimum a Bachelor Degree from any recognized University in Social Science, Management, Business Administration (major in Marketing or in Business Development), Master degree is preferred;
Excellent in English (listening, reading, writing, and speaking) required;
Fluency in written and spoken Dari/Pashto;
Experience in training, capacity building, system set-ups follow-up and monitoring and administrative management will be an advantage.

REPORTING RELATIONSHIPS

Reports to the WEE-RDP Director of Program, and accountable to the WEE-RDP   management.
