About Ru-WatSIP/MRRD:

Rural Water Supply, Sanitation and Hygiene Promotion Department Ru-WatSIP is working in the structure of Ministry of Rural Rehabilitation and Development MRRD. The main responsibility of this department is provision of safe potable water and sanitation facilities as a basic need for allover rural inhabitants in the country.

In this programme many donors such as USAID, UNICEF, UNHCR, SDC, DFID, Japan Embassy, UAE and UNDP are providing financial assistance to MRRD for capacity building and implementation of water supply projects.

Among the others UNICEF, is one of the main donors for MRRD provided support for implementation of Water Supply and Environmental Sanitation (WES) projects in schools and Health Care Facilities (HCF) alongside with assistance in capacity building within MRRD and for the sector.

For ensuring the objectives set in the project document are being achieved through the planned activities in provinces, there is need for hiring Provincial Sanitation & Hygiene Promotion Officer.

Job Description:

Duties & Responsibilities:

Assist the Hygiene & Sanitation Expert in the development of training and IEC materials
Supervise& monitor the use of IEC materials in the field
Sustain coordination with pertinent organs and attend related meetings on regular bases
Implement/assist the implementation of the hygiene & sanitation program at the field nationwide
Undertake supervision and monitoring field visits to the project site
Sharing new lessons learnt (from the field) with Kabul office
Assist the implementation of Knowledge Attitude Practice (KAP) survey at the target areas
Collect, review/verify and compile the project/program reports and arranging the filing system
Conduct health, hygiene& sanitation training sat the central and field level
Supervise the field level staff
Work closely (jointly) with female/male hygiene & sanitation officer for mutual support
Assist Ru-WatSIP  team visiting the field level activities
Maintain good relationship with line departments (DoE, DoPH, dept of women affairs, Hajetc) in central and provincial level
Follow up on project progress to achieve set objectives in a given time frame
Accomplish the given assignments appropriately and in timely manner
Carry out any other assignment as advised by the supervisor.

Job Requirements:

Qualifications/ Experience, Skills & Abilities Required:

The Provincial Sanitation & Hygiene Promotion Officer should have at least bachelor degree or equivalent degree from a recognized Medical institute with 4 years’ experience.
At least two years of field experience in one of the WASH packages (water, sanitation or hygiene)
Experience in CLTS and Family Health Action Groups is favorable
Experience in working with community and community mobilization
Familiarity with cultures of different Afghan communities
Very good interpersonal communication skills
Very good teaching/lecturing skills
Basic information regarding Afghanistan MoPH BPHS system
Ability to conduct health and hygiene related trainings
Ability to implement hygiene and sanitation programs at the community level
Must be computer literate and familiar with basic computer software including MS Office and internet use
Must be able to communicate well in Pashto, Dari and English
The both male and female candidates must have the ability to travel to provinces of our intervention

Reporting to:

The Provincial Sanitation & Hygiene Promotion Officer will report to Hygiene & Sanitation Expert.
