About Ru-WatSIP/MRRD:

Rural Water Supply, Sanitation and Irrigation Programme (Ru-WatSIP) is working in the structure of Ministry of Rural Rehabilitation and Development MRRD as one of the national program. The main responsibility of this Program is provision of safe potable water and sanitation facilities as a basic need for allover rural inhabitants in the country.

In this programme donors such as UNICEF, MoF and SAARC are providing financial assistance to MRRD for capacity building and implementation of water supply projects.

Recently Ministry of Rural Rehabilitation and Development/ Rural Water Supply, Sanitation and Irrigation Programme, through MOF funding launched National large scale project as construction of Qadis Khordak Water storage Dam for the purpose of water resources management, flood control, land irrigation and environment protection in Qadis district of Badghis province. The implementation will be carried out by construction company (CC) where the daily supervision and regular monitoring is being done by Ru-WatSIP/RRD technical Team.

For ensuring the objectives set in the project document are being achieved through the planned activities in provinces, there is need for hiring Project Officer for dam.

Job Description:

Duties & Responsibilities:

Perfect knowledge of technical issues regarding dam and reinforcement structures
Ability of designing in case detail design of structures are needed
Make sure that project work is being done according to design of project
Check and give approval for any drawings  before implementation 
Responsible for the completeness, quality and timely submission of project reports
Monitor project progress and take action to address shortcomings. 
Ensure the works construction in accordance with contract standards.
Receive, Review and compile contracted companies progress, interim and final reports for donor’s submission.
Assist the project manager in preparing programme plan, updates and reports
Prepare bidding document and technical specification for water supply and sanitation activities
Assist the project manager in preparing of programme planning, financial reports and tracking of budgets and payments
Verify progress reports sent by provincial RRDs and prepare the payments/installments of water supply and sanitation projects
Assist the Project Manager in day to day business of the project activities.
Assist Project Manager to track down the monitoring reports  and take corrective technical action
Attend at the meetings and other ad hoc sessions and events in the absence of Project Manager
Carry out any other assignment as advised by Project Manager or (Ru-WatSIP) leadership.

Job Requirements:

Qualifications/ Experience, Skills & Abilities Required:

Bachelor degree in civil engineering, master degree is highly preferred. 
Minimum 4 years of experience with designing, managing, controlling and monitoring construction projects.
Enough knowledge of cost controlling and reporting.
Enough knowledge of planning, controlling construction projects
Enough knowledge of updating the construction schedule via Primavera
Having excellent knowledge of project management and reporting skills.
Ability to lead diverse technical and administrative teams.
Know relevant engineering softwares. 
Ability to work well in difficult environments and work with different stakeholders;
Outstanding interpersonal and team management skills and communication skills in English. Working knowledge of Pashto and Dari
