About DMPO/MRRD:

The Ministry of Rural Rehabilitation and Development (MRRD) was established to develop and implement programs promoting responsible social and financial growth in rural areas, primarily in the non-farm sector. It has employees in all 34 Provinces of Afghanistan, and delivers a wide range of programs funded both by the Ministry itself and the International Community.

The Mission of the Ministry of Rural Rehabilitation and Development (MRRD) is to ensure the social, economic, and political welfare of rural society, especially poor and vulnerable people, through the provision of basic services, strengthening local governance, and promoting sustainable livelihoods. MRRD accomplishes this mission through donor funded national programs in the areas of governance, infrastructure and economic growth.

MRRD aims to reduce poverty amongst the approximately 80% of Afghans who live in rural areas by implementing a made-in-Afghanistan “Pro-Poor” growth strategy which calls upon the government and civil society to address the macro economic constraints, the small size of the formal private sector, and the realities of rural poverty in order to implement realistic poverty reduction and development strategies. These strategies are developed within the broader context of the interim Afghan National Development Strategy (i-ANDS), the roadmap the Government of the Islamic Republic of Afghanistan (GOA) is following as it works towards achieving the UN’s Millennium Development and Afghan Compact goals

Job Summary:

Under the supervision of the Deputy Minister of Programm the Program Coordinator will supervise the implementation of all civil works carried out by MRRD in order to be in accordance with design documents technical specification and QA/QC manual. He/ She will prepare relevant reports and would take additional relevant responsibilities as assigned by the DMP.

Job Description:

Duties & Responsibilities:

Ensure all civil works carried out by the contractors are in compliance with design drawings specifications QA/QC and environmental & safety requirements of MRRD.
Ensure that the civil works are carried out in compliance with the environmental and social safeguards policies and requirements of MRRD.
Oversee the construction submittal process including materials and plans
Take part in solving on-site problems between Contractor and Community.
Review check and certify laboratory test results variation orders and bill of quantities.
Use site journal and recording his/her observation and comments on programms.
Check invoices prepared by the contractors and ensure their timely submission.
Ensure reporting of accurate percentage of work completed.
Ensure that timely and accurate progress reports invoices variations orders site orders are prepared and submitted by the contractors.
Prepare programms inspection reports & measurement books.
Assist Sr. Design & Supervision Engineer in field of preparation of specific reports plans estimations and other technical issues as and when required.
Other duties assigned by his/her supervisor.

Job Requirements:

Qualifications, Experience & Skills Required According to (NTA):

Bachelor degree in economics, Business Administration, Public Administration, Engineering or Project Management with 5 years’ work experience, preference will be given for Master’s degree.
Background in the preparation of mapping for engineering project’s needs.
Experience in the field of survey, design and water supply Engineering.
Ability to use computers and have the knowledge of GIS, MS Office and Auto CAD, water CAD etc. and ability to use modern survey instruments.
Familiar with the project management cycle, supervision and monitoring of the works.
Ability to work independently and with minimal guidance and lead and guide others
Good writing and communication skills;
English Fluency in Dari and Pashtu languages is required;
