About Ru-WatSIP/MRRD:

Rural Water Supply, Sanitation and Hygiene Promotion Department (Ru-WatSIP) is working in the structure of Ministry of Rural Rehabilitation and Development MRRD. The main responsibility of this department is provision of safe potable water and sanitation facilities as a basic need for all over rural inhabitants in the country.

In this programme many donors such as UNICEF, MOF and SAARC are providing financial assistance to MRRD/Ru-WATSIP for capacity building and implementation of WASH Projects.

For ensuring the objectives set in the project document are being achieved through the planned activities in provinces, there is need for hiring WASH Officer. The incumbent will be employed for rural WASH project in (Paktia) province and will be overseeing the implementation of all WASH projects in (Paktika and Khost) provinces. The project is funded by Government of Afghanistan (MoF) and is meant to improve water and sanitation projects in the area.

Job Description:

Duties & Responsibilities:

WASH officer must have in-depth knowledge for the survey (technical and economic) and design of water supply projects including gravity-fed and solar-powered systems in rural communities and peri-urban areas.
Be able to survey, design and monitor water, sanitation and hygiene infrastructure projects in schools and health centers.
Must have ability to use AutoCAD, WaterCAD, Water GEMs and other design software packages for the design and drafting of water supply systems and other WASH infrastructure.
Must have good understanding of and on use/design of solar technology including for groundwater and surface pumping systems in Afghanistan.
Must have contract preparation, tendering and management experience preferably with CDCs.
Being as a lead for development/regular and emergency WASH/polio integrated project (infrastructures part).
Will be directly in charge of monitoring and supervision of WASH infrastructure projects in their area and assure appropriate monitoring and supervision system is in place.
Visit the selected urban, pre-urban and rural communities, schools, HCFs for quality control and technical spot checks to assure the construction and field works are in line with the design and specifications, WASH policy, and guidelines. Assess project sites to ensure tasks were completed as directed and provide feedback to implementation partners and field staff on their performance.  
Ensure quality implementation of activities through frequent field visits and close supervision and monitoring to the work site in urban and rural areas to make sure the construction of WASH facilities is in line with the BoQ and design/specifications of the contract signed between MRRD and contractor (private company or CDC/DDA).
Be able to go to remote areas for assessment and monitoring of WASH projects in communities, schools and health centers.
Provide technical support to the PRRDs, contractor, CDCs and DDAs on the documentation and monitoring of WASH projects such as water supply system for urban and rural people (which could be solar-powered, generator-powered, gravity-fed and other), sanitation projects and other construction related activities.
Facilitate Training and orientation of CDCs, DDAs, RRDs on using of the water supply and sanitation facilities.
Support community-based O&M systems, including provision of on-the-job training to mechanics and O&M committee members.
Oversee the payments and transactions to the implementing partner(s) to make sure the payments are done as per the actual works completed and on time.
Prepare Monthly monitoring reports/mission reports of the visited project sites.  Through frequent interaction with counterparts, discuss appropriate and practical issues in regard to improvement of water and sanitation technology infrastructure as part capacity building of counterparts.
Facilitate monthly and quarterly meetings with other WASH stakeholders at the province/reginal level.
Participate and if needed support WASH cluster and other technical working groups meetings on monthly.
Facilitate and support to timely technical assessment & monitoring and project implementation and functionality of WASH facilities and review of technical assessment done by provincial RRDs.
Be able to coordinate and establish good working relations with relevant stakeholders.
Work closely with Ru-WatSIP zonal office to plan, implement and monitor WASH projects in the region.
The incumbent will provide monthly progress reports to MRRD and the Ru-WatSIP zonal office.
Any other duty requested by Ru-WatSIP relevant to the mentioned position.

Job Requirements:

Required Education/Degrees/Skills:               

Must hold a bachelor’s level qualification in civil engineering, mechanical engineering, architectural engineering, or another relevant field.
Related field experience in design, program implementation, supervision, monitoring and evaluation of WASH infrastructure projects are essential.
Four (4) years progressively responsible professional experience in WASH related construction and rehabilitation works including urban WASH.

Good verbal and written communication in Dari/Pashtu and English are required.

Good analytical, negotiating, communication and advocacy, and report writing skills are required.
Good computer knowledge, including Windows programs (e.g. Word and Excel) in addition to technical software knowledge is required.

 

Reporting to:                                 

The WASH Officer will report to the Project Manager and Program Director.
