About Ru-WatSIP/MRRD:

Rural Water Supply, Sanitation and Hygiene Promotion Department (Ru-WatSIP) is working in the structure of Ministry of Rural Rehabilitation and Development MRRD. The main responsibility of this department is provision of safe potable water and sanitation facilities as a basic need for all over rural inhabitants in the country.

In this programme many donors such as UNICEF, MOF (Ministry of Finance) and SAARC are providing financial assistance to MRRD/Ru-WATSIP for capacity building and implementation of WASH Projects.

Among the others MoF, is one of the main donors for MRRD provided support for implementation of Water Supply, sanitation and hygiene promotion (WASH) Programme alongside with assistance in capacity building within MRRD and for the sector.

For ensuring the objectives set in the project document are being achieved through the planned activities in provinces, there is need for hiring Technical Contract Management Officer. The incumbent will be employed for rural WASH project in central MRRD and will be overseeing the Technical Contract Management of all WASH projects.

Job Description:

Duties & Responsibilities:

Contract Management officer must have in-depth knowledge for checking and control of technical, economic, social and environmental aspects of the water supply projects including gravity-fed and solar-powered systems.
Coordinate with Project Manager and Project Team to develop, monitor and implement need based Procurement Plan to ensuring timely completion of all procurement activities.
Conforming to MRRD’s Procurement and Guidelines, clause preparation and issuance of various documents required at different stages of procurement cycle e.g. EOIs, IFBs, RFPs, bid documents, evaluation reports, minutes of negotiations, contract award, contracts, and various internal processing documents required to facilitate decision-making.
To maximize efficiency of procurement cycle by providing strategic expert advice and implementing necessary controls ensuring transparency cost effectiveness and soundness of all procurements carried out under the program with both CDCs and CCs.
To monitor the progress of procurement activities by periodically updating Procurement Plans and maintaining the MIS system updated.
To develop appropriate procedures, controls, checks, rules, etc. preventing frauds, pilferage etc. in the procurement process.
To act as key liaison person in coordinating capacity building initiatives internally and the community level. Participate in technical meetings and provide recommendations to improve the project implementation in terms of procurement based on capacity development needs; with regard to the procurement of the services, goods and civil works.
Assist various audit/ex-post review outfits in performance of their tasks by ensuring that procurement documents is efficiently filed and provide complete track of procurement cycle.
Assist Ru-WatSIP/MoF unit to prepare an action plan to incorporate embed government’s commitments to anti-corruption, quality assurance and transparency in the procurement of goods and services.
Act as a focal person on behalf of MoF/Ru-WatSIP for contract administration issues that may accrue liabilities for the project.
Support MoF/Ru-WatSIP in checking the quality of procured items upon provision by Service Providers, and, if not satisfied, ensure taking action to get the equipment replaced with the equipment or materials in compliance with the specifications stated in the proposals.
Monitor progress of contracts implementation to ensure that it abides by the stipulated standards, procedures and planned timetable.
Assist head of Programme and the relevant project managers to monitor and follow up with CDCs, DDAs, Consultants, Contractors, and Supplies for any outstanding contract documents i.e. inception reports, progress and final reports, invoices and time-sheets etc.
Review, verify record and ensure timely processing of Invoices received from Contractors to ensure accuracy and completeness
Ensure necessary documents to process requests for extension of intended completion dates, variation orders, interim and final payment certificates, claims and other documents received from the Contractors for consistency with contractual provisions based on the government policies.
Coordinate activities with procurement as well as engineering department to resolve contract management related issues.
Provide technical support to the PRRDs, contractor, CDCs and DDAs on the documentation and procurement documents of WASH projects such as water supply system for urban and rural people (which could be solar-powered, generator-powered, gravity-fed and other), sanitation projects and other construction related activities.
Assist the Auditors in the review of procurement and contract documents.
Work in close coordination and consultation with head of other units in overall improvement in Contract Management System.
Oversee the payments and transactions to the implementing partner(s) to make sure the payments are done as per the actual works completed and on time.
Be able to coordinate and establish good working relations with relevant stakeholders.
Any other duty requested by MRRD and UNICEF relevant to the mentioned position.

Job Requirements:

Required Education/Degrees/Skills:               

Bachelor’s degree in civil engineering, mechanical engineering, geological engineering, architectural engineering, preference will be given for Master’s degree.
Must have contract preparation, tendering and management experience preferably with CDCs.
Four (4) years progressively responsible professional/technical experience in WASH related construction and rehabilitation works including urban WASH.
Having Work experience on contract management and procurement in projects Funded/implemented by NSP/CCNPP and CDCs will be valued highly.

Good verbal and written communication in Dari/Pashtu and English are required.

Good analytical, negotiating, communication and advocacy, and report writing skills are required.
Good computer knowledge, including Windows programs (e.g. Word and Excel) in addition to technical software knowledge is required.
 

Reporting to:                       

The Technical Contract Management Officer will report to the WASH Project Manager and Programme Director.
