About RPCO/MRRD:

The Regional Programs Coordination Office (RPCO) was established in the MRRD compound in 2007 as one of the largest rural support programs in terms of scope and coverage area, working across the county. The demand for rural development motivated the program management to operate in several sectors that created a stage for diversified activities, whereas all other national programs of the ministry are engaged in their specific sectors. In addition, the Program responds to expressed needs of the rural people, who require various basic services (community-based infrastructures) which no other single rural development program has addressed so far. The program development efforts are focused on helping the poor in dealing with many of the risks they face in their lives  – such as unemployment, low house hold income, low agriculture production, poor irrigation systems, lack of accessibility to market, lack of education and health facilities, , lack community based disaster risk reduction infrastructures and insufficient potable water.

Job Description:

Duties and Responsibilities:

The Quality Control Engineer will be part of Provincial Engineering Team/ Quality Control Unit, and he/she will work under supervising of PIU’s manager /Head of HQ Engineering.

The main duties and responsibilities of QC Engineer will be but not limited to the following:

Controlling the quality of different kinds of infrastructure projects like irrigation, water supply, road and bridge and building
Providing physical cum financial progress reports of ongoing projects
Regularly supervising of ongoing projects and providing on time feedback and recommendations
Providing of detailed technical specifications for construction materials and construction activities
Having close technical coordination with HQ Engineering team during feasibility study, technical survey, and project implementation
Providing monthly, quarterly and annual progress reports to HQ Engineering office
Having close coordination with M&E, contract management and procurement departments
Preparing and providing necessary technical forms, checklist, specifications of materials and work quality for quality of projects
Having close technical coordination with CDC Engineers/contractors in ongoing projects and make sure that the projects are implemented as per design and specifications
Conducting pre-construction survey/providing and having projects status database/providing QC and monitoring plan/conducting regular monitoring to project
Technical Problems solving at field level/providing technical missions details and precisely reports/providing update photos and its database from ongoing projects
Sharing technical defects and shortages in survey, design, and estimation, and sharing it with related engineers/Having good reporting and filing system (Physical/Electro)
On time respond to submitted technical reports of contractors/engineers and providing on time feedbacks, sharing shortages and comments
Any other responsibility assigned by the Head of Engineering Division/Top Management. 

Job Requirements:

Qualification and other requirements:

Bachelor Degree in Civil Engineering.
Four years’ experience in civil engineering three years special experience in the position of QC/QA engineer.
Previous experience in monitoring, supervision of infrastructure projects
Have good experience in materials testing laboratory
Have motive talent and qualification in positive changes in the relevant unit
Have ability to provide and conducted on the job technical trainings to community engineers.
Have Ability to prepare technical guidelines and specifications of infrastructures sub-projects.
Have good knowledge in the computer programs
Have ability to fulfill and complete given tasks and assignments by speed and on time along with precision and reality.
Must have ability to lead and manage all QC/QA related issue at field level
Identifying development needs and performance planning and feedback.
Demonstrated ability of training and capacity building.
Have the verbal communication skills to communicate with a diverse client group.
Good team player with ability to build and maintain collaborative relationships with colleagues.
Good spoken and written skill of English, Pashto and Dari.
be able and willing to travel to all provinces within Afghanistan
