About RPCO/MRRD:
The Regional Programs (RP) was established in the MRRD compound in 2007 as one of the largest rural support program in terms of scope and coverage area, working across the county. The demand for rural development motivated the program management to operate in several sectors that created a stage for diversified activities, whereas all other national programs of the ministry are engaged in their specific sectors. In addition, the Program responds to expressed needs of the rural people, who require various basic services (community based infrastructures) which no other single rural development program has addressed so far. The program development efforts are focused on helping the poor in dealing with many of the risks they face in their lives – such as unemployment, low house hold income, low agriculture production, poor irrigation systems, lack of accessibility to market, lack of education and health facilities, lack community based disaster risk reduction infrastructures and insufficient potable water.
Under the portfolio of the Regional Programs the Arghandab Integrated Water Resources Development Project (AIWDP) funded by Asian Development Bank (ADB) will improve the availability and use of water resources for irrigated agriculture in the Arghandab River Basin and the Kandahar region. The project comprises 5 outputs: (i) Dahla dam capacity increased; (ii) reliability of irrigation water supply increased; (iii) climate resilient and productive irrigation technologies and practices introduced; (iv) post-farm value chains developed; and (v) capacity in water resource management and use strengthened. AIWDP is a joint project between Ministry of Rural Rehabilitation and Development (MRRD), Ministry of Agriculture and Livestock (MAIL) and Ministry of Energy and Water (MEW). MRRD will contribute to outputs 1 and 2.
Job Description:
Duties & Responsibilities
Recognize that the project has a “build-back-better” philosophy, and communicate the approach to beneficiaries and ensure that all construction is of the required standard.
Provide advice and assist CDCs and construction companies with construction of quality assets.
Maintain records of sub project progress for progress release payments.
Maintain monitor and ensure the highest quality in irrigation infrastructure rehabilitation.
Design and develop forms and instructions for evaluating, assessing, reporting and documenting on quality standards in irrigation and rural road infrastructure rehabilitation.
Undertake measurements and testing of irrigation and rural road infrastructure rehabilitation.
Perform and carry out required quality assurance tests, including quality control of road base materials – taking of representative samples, gradation tests for crushed stone road base materials; Inspection and quality control of form works; Inspection and quality control of reinforcement bending tying and placing, taking of cube and cylinder concrete sampling for compressive strength tests.
Manage and maintain the equipment used for quality tests in good order.
Record any issues of concern with CDCs and report to PIU Head.
Troubleshoot and resolving any problems relating to quality control aspects.
Any other task as assigned by the Director/ PIU Head.
Job Requirements:
Qualifications/ Experience, Skills & Abilities Required:
Bachelor’s degree (Civil Engineering) with 5 years related experience
(Preference will be given to Masters)
Ability to prepare various operational plans of the organization or project.
Having specific skills in related technical field.
Experience in development, data collection and assessment of Irrigation projects required.
A background in the preparation of mapping for engineering Irrigation project’s needs.
Fluency in the English language is preferred.
Ability to use computers and have the knowledge of GIS, MS Office and Auto CAD, water CAD etc. and ability to use modern survey instruments.
Familiar with the project management cycle, supervision and monitoring of the works.
Experience working with international organizations and NGO at least 3 years.
Ability to work independently and with minimal guidance and lead and guide others
Ability to supervise other national professional and administrative staff.
Fluent in Dari and Pashto.

The QC/Monitoring Engineer will report to Director /PIU head and monitoring unit of the project
