About RPCO/MRRD:
The Regional Programs (RP) was established in the MRRD compound in 2007 as one of the largest rural support program in terms of scope and coverage area, working across the county. The demand for rural development motivated the program management to operate in several sectors that created a stage for diversified activities, whereas all other national programs of the ministry are engaged in their specific sectors. In addition, the Program responds to expressed needs of the rural people, who require various basic services (community based infrastructures) which no other single rural development program has addressed so far. The program development efforts are focused on helping the poor in dealing with many of the risks they face in their lives – such as unemployment, low house hold income, low agriculture production, poor irrigation systems, lack of accessibility to market, lack of education and health facilities, lack community based disaster risk reduction infrastructures and insufficient potable water.
Under the portfolio of the Regional Programs the Arghandab Integrated Water Resources Development Project (AIWDP) funded by Asian Development Bank (ADB) will improve the availability and use of water resources for irrigated agriculture in the Arghandab River Basin and the Kandahar region. The project comprises 5 outputs: (i) Dahla dam capacity increased; (ii) reliability of irrigation water supply increased; (iii) climate resilient and productive irrigation technologies and practices introduced; (iv) post-farm value chains developed; and (v) capacity in water resource management and use strengthened. AIWDP is a joint project between Ministry of Rural Rehabilitation and Development (MRRD), Ministry of Agriculture and Livestock (MAIL) and Ministry of Energy and Water (MEW). MRRD will contribute to outputs 1 and 2.
Job Description:
Duties & Responsibilities
To ensure implementation of Environmental and Social Management Framework (ESMF), Pest Management Plan (PMP), Strategy on Addressing Child Labor issues, environmental law and other national environmental and social regulatory frameworks;
Conduct, facilitate environmental, social assessment and preparation of Environmental and Social Management Plans (ESMPs) in program activities.
In close consultation with community, regional offices, SSE Specialist shall develop site specific mitigation measure relevant to environmental and social aspects.
Monitor implementation of environmental and social safeguards issues in sub-program activities;
Conduct field visits, community consultation on environmental, social aspects;
In close coordination with program and training unit , SSE Specialist shall Perform Training Need Assessment (TNA) and conduct trainnings on environmental protection, social protection and other relevant topics to regional staff, extension workers, and local communities;
Identify successful practices in the program activities that can be showcased in publications, communication materials and conferences.
Close coordination with program stakeholders; NEPA, DRRD, DAIL offices and partner Kandhar PIU.
Develop reporting formats and maintain environmental and social safeguard, related data and records on established formats;
Insure that the projects are Category B before implemented.
Insure that project site is safe and free of mines before implementations.
SSE specialist should ensure that CDC is fully aware of the requirements under ADB Safeguard Policy Statement (2009).and make sure that all the projects are following ADB safeguard guidelines 2009.
Any other task assign by Snr Operation specialist.
Job Requirements:
Qualifications/ Experience, Skills & Abilities Required:
Bachelor Degree in Environmental Science, Natural Resource Management, Agriculture and Social studies.
5 years of experience in related field;
3 years of experience in developmental projects and programs;
Having Good report writing skills.
English language in both writing and speaking required.
Excellent communication skills, excellent Pashto/Dari & good English. (Written Skill/ reading/ spoken)
Computer knowledge, (Windows, MS Office, Internet)
Demonstrated interpersonal skills.
Willing and ability to travel to the field.
Ability to set priorities and manage time effectively
Ability to work both independently and as an effective team member
Ability to write in a clear and concise manner and to communicate orally & effectively
Familiarity with Rural development Programs
REPORTING RELATIONSHIPS
Reports directly to Sr. Operations Specialist.
