About Ru-WatSIP/MRRD:
Rural Water Supply, Sanitation and Irrigation Program (Ru-WatSIP) is working in the structure of Ministry of Rural Rehabilitation and Development MRRD as one of the national program. The main responsibility of this Program is provision of safe potable water and sanitation facilities as a basic need for allover rural inhabitants in the country. In this programme donors such as UNICEF, MoF, and SAARC, are providing financial assistance to MRRD for capacity building and implementation of water supply projects.
Recently Ministry of Rural Rehabilitation and Development/ Rural Water Supply, Sanitation and Irrigation Programme through MOF funding started projects on Drinking Water Supply, Sanitation and Hygiene Promotion in different provinces. The implementation has been outsourced (CDS’a and DDA’s) where the daily supervision and regular monitoring is being done by Ru-WatSIP technical Team.
To ensure that the projects are implemented with quality and planned objectives as per the project document, there is need for hiring Contract Management Officer.
Job Description:
Duties and Responsibilities:
Maintain effective database of registered bidders, consultants and other service providers.
Maintain contract document filing system in the unit.
Assist relevant project managers to monitor and follow up with CDCs, DDAs, Consultants, Contractors, and Supplies for any outstanding contract documents i.e. inception reports, progress and final reports, invoices and time-sheets etc.
Review, verify record and ensure timely processing of Invoices received from Contractors to ensure accuracy and completeness
Ensure necessary documents to process requests for extension of intended completion dates, variation orders, interim and final payment certificates, claims and other documents received from the Contractors for consistency with contractual provisions based on the government policies.
Coordinate activities with procurement as well as engineering department to resolve contract management related issues.
Ensure contract management information in the contract management database within the WASH MIS/GIS system.
Assist the Auditors in the review of procurement and contract documents.
Work in close coordination and consultation with head of other units in overall improvement in Contract Management System.

Job Requirements:
Required Qualifications, Experience & Skills according to (NTA):
Education: Minimum Bsc. in Political Science, BBA, Social Science or equivalent
Experience: Minimum of 4 years of legal related work experience preferably in contract management reviews and work experience in procurement and contract management with the United Nations, World Bank, Government, NGOs etc. would be a distinct advantage.
Planning & Organizing - Ability to plan own work and manage conflicting priorities.
Communications - Good communication (spoken and written) skills, including ability to explain and present contract-related information/requirements. Fluency in English in speech, writing and comprehension and working knowledge of Pashto and/or Dari will be an asset.
Technology Awareness - Easy working familiarity with Microsoft Word and Excel. Sufficient speed with the computer keyboard typing in English. Internet applications; familiarity with database management desirable.
Teamwork - Good interpersonal skills and ability to establish and maintain effective working relations with people in a multi-cultural, multi-ethnic environment with sensitivity and respect for diversity.
Reporting line:
The Contract Management Officer will report to Project Manager and Immediate Supervisor.
